    Abstract:

    Within the framework of AMTRANS program, a large group of specialistsfrom SC ICPE SA, SC ECOPROIECT SRL, SC CALORIS Group SA, thePollution Preventing Centre, UAUIM Bucharest and the Municipal Council ofConstanta, materialised a prototype for an air quality monitoring station whichwill be running in Constanta.

    In the national context regarding the European legislation implementation,based on some other EU research results, we believe of the viability of the

    proposed solution in this project, in connection with the prospect of founding anational network for air quality monitoring and with the world-wide research.

    In the city of Constanta there is now only one mobile laboratory for monitoringthe ambient air quality, which belongs to Environmental Protection Agency,and in the next two years will be installed a network of air monitoring stations,EU compatible, for the Seaside of Romanian Black See towns.

    The sensors based systems we design assure the monitoring of the followingparameters: CO, SO2, NO2, ozone, temperature, relative humidity, wind rate,wind direction. They are fitted for safety monitoring, toxic limit detection, leakdetection, personal safety instead of the gas analysers witch are applicable forexposure assessment and ambient air quality monitoring of urban traffic.

    The National Strategy regarding the environmental protection is

    based on the following targets:

    Maintaining the environmental air quality in the areas where the pollutants

    harmonise with the national legislation;

    Improving of air quality in the areas where the pollutants do not harmonisewith the national legislation;

    Taking the proper action for reduction or removing the negative effects for

    environment, including transboundary effects;

    Fulfilling the commitment established in the international agreements which

    Romania is part from, and participation at the international co-operation inthe environmental protection field.

    The international and European methods formeasuring the ambient air quality are classified

    in the following two categories:

    Discontinuous methods;

    Continuous methods.

    Our team developed sensors based equipment

    for continuos ambient air monitoring that are well fitted

    for roadside air pollution measurement, safetymonitoring, toxic limit detection and personal safety.

    This kind of equipment is also recently designed and

    manufactured in other EU countries for measurement

    and control especially of urban traffic.

    The sensors used in our design insure the measurement

    of the concentrations of the following parameters: CO, SO2, NO2,

    ozone (sensors from City Technology - UK) (see table 1 for main

    characteristics). In order to assure an unified signal at the terminals,

    we used transmitters that are able to locally process the signals

    provided by the sensors.

    The advantages of using transmitters consist of:

    Better immunity to noise;

    Easier processing of signals;

    It does not require calibration, that is assured by the

    producer of the transmitter,

    In accordance with the recent legislation, for assessment of

    pollutant values, besides of used reference methods (measurements in

    stationary places) there are also acceptable some alternative methods

    (indicative measurements) for air quality measurements in order to

    complete the information obtained by reference methods.

    Our team will develop this summer an experimental program in

    co-operation with the Constanta EPA (Environment Protection Agency)

    to monitor the air pollution in a very busy road crossing using both the

    reference method and the sensor based equipment.
