    For the past three years since the global economy recovered from thedevastating effects of the 2008 economic recession, the local mining industry remains

    bullish as demand for metals, such as nickel, continue to grow. Fueled by such long-

    running boom, mining companies in the provinces of Surigao del Norte, Surigao del Sur

    and Dinagat Islands continue to increase production, exceeding output made in theprevious year.

    Such continued growth in the export of mineral products translated to greater income for

    PMO Surigao, paving the way for a breakthrough in 2010 when annual income went past

    PhP 200 million, then the first time in PMO Surigaos revenue history. This year, the PMO

    outdid what was already an impressive performance in 2010 as total income for 2011amounted to 356.8 million pesos.

    In 2011, 504 foreign vessels called at ports under PMO Surigao, a tremendous

    increase from the 352 foreign shipcalls recorded in 2010. Of the 504 vessels, 459of these represented large bulk carriers carrying at least 50,000 metric tons of nickel ore per

    voyage loaded at various mining ports under the PMO. As such, foreign vessel transactions

    represent around 86% of total income made in 2011.

    Yet though the increase in the number of foreign vessels largely brought such remarkable

    income, efficiency in collecting port dues significantly improved through the implementation

    of better collection schemes particularly at the frontlines. On the other hand, operations at

    the many mining concerns were increasingly monitored this year such as incentives granted

    by the government (ie. BOI exemptions, etc.); registration of facilities and other factors wereclosely examined and dealt by the PMO. Such measures also made significant contributions

    in achieving this years impressive revenue performance.

    To promote orderliness at the port and provide convenience to all

    motorists and pedestrians to ensure safety and security, the

    segregation of vehicles and pedestrians using the port gates has

    become necessary. Hence, PMO Surigao has reconfigured theentry and exit perimeter gates for all types of vehicles and

    pedestrians at the Port of Surigao

    Formerly known as Baclig Gate, located at Borromeo Corner Navarro Sts. is the exclusive gate for

    entry and exit of vehicles and employees of the Cargo Handling Contractor (CHO) of the Baseport.

    The left side of former Baclig Gate, located at Borromeo Corner Navarro Sts., is the exclusive

    gate for the entry and exit of all PPA vehicles and Government agencies having offices inside the

    port like BOC, PCG and MARINA.

    The pedestrian gate exclusively for entry and exit of port users transacting business at the

    Port Integrated Clearance Office / One Stop Shop

    Located at Borromeo corner Narciso Sts., is the exclusive gate for entry and exitof vehicles

    for parking when sending off and meeting passengers as well as for vehicles of PPA personnel.

    The pedestrian Exit Gate for arriving/disembarking passengers.Passengers may proceed

    and exit directly towards Borromeo St. or pass throughGate 3 where the private vehicles are

    parked.

    The main entrance gate of the Eva Macapagal Passenger Terminal. Departing passengers may

    alight from their private service/public utility vehicles in front of this gate and proceed directlytowards the PTB while their private service vehicle are being parked inside Gate 3.

    The entrance and exit gate of allcargo vehicles including private vehicles of guests and

    Government Agencies. Gate 5 shall be the Access Control Centre where security and safety

    processing shall be conducted.

    In line with the policy of the Philippine Ports Authority (PPA) to

    ensure safe handling, transport and storage of dangerous cargoes at

    its ports; effectively supervise and monitor the movement of

    dangerous cargoes and ensure the general safety of all persons and

    facilities in the port and for the protection of the environment,

    PMO Surigao has established a Dangerous Cargo Area this year.

    PPA Halfway House atLipata Ferry Terminal.Serves as the temporaryshelter for potentialvictims, victims of humantrafficking, victims of illegalrecruitment wherecounseling, skills training,quick referral to other

    agencies and repatriationassistance are beingprovided.

    based Anti-Trafficking Task Force.

    Composed of PPA Police, PCG,

    PNP, DOLE, DSWD and VFFI. TheChairman is the PPA Port

    Manager and Vice Chairman is

    PPD Manager. The functions of

    the Task Force is to provide

    effective and immediate responsemechanisms in the areas of

    prevention of human trafficking,

    illegal recruitment, apprehension

    and prosecution of offenders and

    the rescue of potential victims of

    human trafficking and illegal

    recruitment.

    Installations of posters and other materials on Anti-HumanTrafficking / Illegal Recruitment Campaign. These materials are postedat conspicuous places in the said ports for the information and guidance ofpassengers and other port users. This includes provision of hotline

    numbers of concerned agencies where families of the victims can easilyseek rescue assistance.

    Continuous showing of short films at the passenger terminals. ThePPA management is conducting routine showing of short films whichdepict the hapless plights of several victims of Human Trafficking / Illegal

    Recruitment. The same are shown to passengers inside the passengerterminal pre-departure areas. This helps us in our information drivecampaign for it creates awareness on the passengers and/or the ridingpublic while they are waiting for the boarding time prior to the departure ofvessels.

    Advocacy campaign on RA 9208. The PPD personnel are regularlyconducting advocacy campaign on RA 9208 within the port communityand have attended different symposia / meetings on Anti-HumanTrafficking / Illegal Recruitment where the PPA, thru the PPD, is able topresent its programs for their information and appreciation.
