1. EQUIDAD is interested in findingresources to promote human rights,especially children's rights.

3. It is vital to include it in the agenda,and deal with it systematically in thelong term, with the risk of losingmuch of what was gained.

1. This is an institution with themission of promoting publicpolicies for the observance of human rights in Latin America.

of civil society organizationsin the topic of macroeconomics and public

1. There is a growing andirreversible reduction of resources for the development inLatin America This reduction isestimated in about 2.5 billion

dollars. That is to say 33%.

2. There is also a shift indestinations, countries andrecipients.

3. The importance of resources fordevelopment is gradually lowercompared to the GDP in LatinAmerica.

There are more than 2,700

organizations in Latin America

working for children's rights

which are currently in crisis and

trying to face this new scenario.

Some countries inthe region havestarted to develop

programs to aid thedevelopment of other countries inthe region.

These are the casesof Mexico, Chile,Brazil andArgentina.

1. There has been economicgrowth and poverty reductionin the past decade. ECLAC

2. Most countries in LA havemedium incomes.

3. Inequitable public policies onthe distribution of incomeremain. ECLAC

4. The State plays no role inincome redistribution.

5. The military expenditure hasbeen increasing. It increasedfrom 39,000 to 73,000 millionin 2011. (SIPRI)

6. Social programs haveincreased and improved theirefficiency. ECLAC

7. Tax polices are regressive.Sectors with lower income arepaying higher taxes.

8. There are abundant internalresources in the region. It isestimated that 375 million

people have medium and highincomes, which represent adeveloping market.

9. At the same time, there are 167million of poor people, 78million of which are in extremepoverty. 80 million of poorchildren and 32 million childrenin extreme poverty.

10. More than 40 million youngpeople are neither studying norworking, and growing.

1. Big sources of financing have closedor reduced significantly: foodmonetization, debt-for-socialprograms swap, fight againstinsurgent movements, fight againstdrugs, and the collection of developed countries, due to the

crisis.

2. There is a reduction of cooperationprograms in the USA, Canada, theEuropean Union, mainly Spain, andothers.

3. Funds have been redirected and arefocused on prioritized countries andissues, such as Haiti (emergencies),Colombia, Peru and Mexico (drugdealing and political alliances), andsome countries in Central America.

4. The destinations have beenmodified: there is more directimplementation and/oroutsourcing. (emergencies,fight against drugs, terrorism).

5. Countries with bilateralagreements are the majorrecipients.

6. Aid for development isgradually less important inabsolute terms (less resources)

and in relative terms (lessimportance compared to theGDP, Social Programs and fornon public organizations)
