ÍndicePresentaciónCEDEMI es un Centro Europeo de Empresas e Innovación (CEEI) perteneciente a la Red Europea EBN y a la Aso-ciación Nacional ANCES, que está participado a partes iguales por la Diputación Foral de Bizkaia y el Gobierno Vasco a través de la Sociedad SPRI.

CEDEMI busca crear riqueza y empleo en una importan-te área geográfica de gran pasado industrial, constituida por 11 municipios en la denominada Comarca del Ner-vión, situada en Bizkaia (País Vasco). Para ello desarrolla actuaciones de apoyo a las personas emprendedoras que desean constituir una nueva empresa, colabora con las empresas ya existentes, y trata de atraer nuevos pro-yectos de inversión a la Comarca.

Además de la labor principal de Promoción Empresarial, CEDEMI actúa en otras áreas como son la Capacitación de las personas, la gestión de su Incubadora de Empre-sas, y la potenciación de la actividad económica a tra-vés de la explotación del Edificio Ilgner como centro de eventos y foro de atracción para los diferentes agentes económicos.

IntroducciónLa situación económica que estamos atravesando hace que sea realmente complicado para las instituciones enviar un mensaje positivo y optimista a la sociedad. La factura de 5 años de desaceleración económica, converti-da después en recesión, hace tiempo que comenzó a ser muy larga y pesada para las empresas y el empleo, y las noticias que nos llegan a diario a través de los medios de comunicación, no terminan de mostrar siquiera un pe-queño atisbo de esperanza en una pronta recuperación. Llegados a este punto, parece que todos hemos asumido que el retorno a una situación más desahogada no será rápido ni sencillo.

Tal vez lo peor de todo sea el aura de incertidumbre que se ha creado, esa incógnita aún sin resolver acerca de si hemos tocado fondo o todavía vendrán tiempos peores. Este desconocimiento en nada beneficia a la actividad económica, puesto que afecta a todos los órdenes que la impulsan, la actividad de las empresas, el empleo, el con-sumo de los hogares, la financiación bancaria,… Es posi-ble que cuando seamos capaces de poner fecha cierta a la ansiada recuperación, podamos empezar a pensar más a largo plazo, con una visión de carácter estratégico que por el momento se antoja demasiado arriesgada.

Lo negativo del escenario no debe, sin embargo, hacer-nos arrojar la toalla o desistir en nuestra idea de salir ade-lante, pese a que no será sin esfuerzo puesto que requiere de algunos ingredientes que nos pondrán a prueba. Vo-

luntad, decisión, trabajo en común, talento y asunción de riesgos, conforman algunas de las cualidades que hemos demostrado poseer en anteriores ocasiones, y que serán de gran utilidad tanto en el presente como en el futuro.

Afortunadamente nuestras características propias respec-to al tejido económico e industrial nos han permitido ser más resistentes a los envites de la crisis. Debemos ahora potenciar ese hecho diferencial y trabajar para ser los pri-meros en volver al crecimiento, con propuestas valientes que permitan de nuevo el acceso a la financiación de las empresas, su internacionalización efectiva y el impulso decidido de la I+D en las mismas, independientemente de su tamaño.

En lo que a la zona de influencia de CEDEMI se refiere, la situación es aún más preocupante. Con una tasa de paro aproximada del 20%, Ezkerraldea supera ampliamente en este aspecto a Bizkaia (16%) y al conjunto de Euska-di (15%). El municipio con mayor tasa de paro de la CAV se encuentra en la Margen Izquierda del Nervión, Sestao con casi un 25%. Y no es un hecho aislado, el segundo en la lista también pertenece a esta Comarca, Santurtzi con un 20,5%. Y el cuarto, y el quinto,… Todos los municipios del entorno están entre los que mayor desempleo acu-mulan en el País Vasco. Se trata sin duda de una región especialmente castigada por la crisis, y cuyas particulares condiciones justifican las políticas excepcionales de dis-criminación positiva que se aplican en ella.

Introducción

Sin embargo, este desagradable panorama no ha retraído la sensibilidad emprendedora que la Comarca detenta, y a lo largo del año 2012 ha vuelto a dejar a las claras que se trata de un territorio vivo, con inquietudes, y determina-do a afrontar cuantos obstáculos se le presenten, tal vez guiado por su convulso pasado de lucha y reivindicación social. Así, CEDEMI ha conseguido captar en este ejercicio 85 proyectos empresariales, y apoyado la creación de 20 nuevas empresas y 4 proyectos de desarrollo de empresas existentes. Según los propios promotores, estas empresas generarán 233 empleos en los 3 próximos años, con unas inversiones superiores a los 6,2 millones de euros. En un escenario como el anteriormente expuesto, esta es una de las mejores noticias que se pueden ofrecer, puesto que nos indica que la esperanza en un futuro de mayor prosperi-dad no se ha perdido.

Una de las principales herramientas de apoyo al empren-dizaje con que cuenta CEDEMI es la Incubadora Ilgner, un espacio singular que ofrece el primer asentamiento a em-presas innovadoras de reciente creación. A cierre de ejerci-cio, 32 empresas se encuentran ubicadas en nuestras insta-laciones, contando con la tutorización de nuestro personal técnico como apoyo en sus primeros años de vida.

La formación y capacitación de las personas, tanto pro-motores empresariales como desempleados, es otro de los puntos a los que CEDEMI presta una especial atención. Una de las novedades este año ha sido la realización de un

Diagnóstico de Necesidades de Formación para todas las sociedades alojadas en la Incubadora, con miras a poder impartir formación focalizada en los intereses y demandas reales de las empresas. Además, gracias al acuerdo alcan-zado con la Fundación Banesto, se ha puesto en funciona-miento un Centro YUZZ en nuestro Edificio Ilgner, con el objetivo de ofrecer la oportunidad a jóvenes con ideas in-novadoras de desarrollar un proyecto empresarial. En este momento, 25 personas con edades comprendidas entre los 18 y los 30 años, participan ya en el programa.

CEDEMI continúa también participando en los foros habi-tuales de las Asociaciones de Centros de Empresas e Inno-vación, tanto con carácter estatal (ANCES) como europeo (EBN). Asimismo, todas sus actuaciones vienen avaladas con las certificaciones de Calidad y Medioambiente ISO 9001 e ISO 14001, en las que se avanza año tras año con el objetivo de la mejora continua.

Por último, resaltar una vez más que todas nuestras ac-tuaciones de apoyo a las personas emprendedoras y a las empresas de la Comarca del Nervión son posibles gracias al decidido apoyo que nos brindan nuestros socios, la Di-putación Foral de Bizkaia y el Gobierno Vasco a través de la Sociedad SPRI. Su trabajo e impulso son vitales en la generación de empleo y riqueza en nuestra Comarca, y su acompañamiento en el futuro será imprescindible si queremos recuperar las cotas de bienestar previamente alcanzadas por el conjunto de la sociedad.

A lo largo del año 2012, y como consecuencia del esfuer-zo que CEDEMI viene realizando en cuanto a captación y gestión de proyectos de inversión que conlleven crea-ción de empleo, se han atendido 85 proyectos de poten-ciales nuevas empresas y programas de desarrollo de compañías ya existentes.

De los 85 proyectos atendidos en 2012, 20 pertenecen al sector industrial, 31 al sector servicios y 33 a servicios conexos a la industria y 1 al sector primario.

Empresas ConstituidasRespecto al ejercicio 2012, se ha apoyado a la puesta en marcha de 24 iniciativas empresariales. Las previsiones de inversión estimadas por los promotores de estas em-presas para el plazo de tres años ascienden a 6.230.317 euros y a la creación de 233 puestos de trabajo.

Desde su nacimiento en 1997, CEDEMI ha contribuido a la constitución y/o desarrollo de 300 proyectos empresa-riales, de los que una gran mayoría incorporan productos y procesos innovadores, en sectores tan variados como telecomunicaciones, electrónica, informática,... Según previsiones de los propios promotores, estas 300 em-presas habrán generado conforme previsiones de los propios promotores empresariales 2.616 nuevos em-pleos directos, realizando para ello inversiones por valor de 102 millones de euros.

Programa Ekintzaile Plan de mejora de la competitividadDesde la puesta en marcha del programa Ekintzaile por la sociedad SPRI, CEDEMI como empresa colaboradora ha facilitado los instrumentos de apoyo previstos en dicho programa a las personas emprendedoras que se han aco-gido a esta nueva iniciativa, acompañándoles a lo largo de todo el proceso de maduración y puesta en marcha de las nuevas empresas, y facilitándoles asesoramiento e infraestructuras para ubicación de sus actividades.

Fase de acompañamiento Ekintzaile:

Durante el ejercicio 2012 se han realizado dos comités del Programa de Ayudas Ekintzaile de SPRI, en los que se han presentado y aprobado 11 proyectos.

El total de proyectos presentados desde la creación del programa asciende a 183, habiendo sido aprobados 167, de los que hasta la fecha 115 ya se han constituido como empresa, nada menos que un 68,8%.

Fase de puesta en marcha Ekintzaile- Préstamo SPRI-LUZARO:

En relación con la ayuda destinada a facilitar el acceso a la financiación de las inversiones necesarias para llevar a cabo el Plan de Empresa y que se materializa mediante la reducción del coste financiero, se han presentado 15 proyectos.

desarrollo de nuevos proyectos empresariales innovadores

De los 167 proyectos que han sido apoyados por el pro-grama EKINTZAILE de la Sociedad SPRI, 81 han recibido también el apoyo del Departamento de Innovación y Promoción Económica de la Diputación Foral De Bizkaia a través de los diferentes programas de ayuda destina-dos al apoyo a la promoción empresarial.

En lo que se refiere al año 2012, de los 11 programas que han sido apoyados por el programa EKINTZAILE de la so-ciedad SPRI, 6 han recibido también el apoyo de Diputa-ción Foral de Bizkaia, a través del programa de ayudas de-sarrollo de nuevos proyectos empresariales innovadores

Programa gauzatu

CEDEMI colabora con SPRI en la presentación de proyec-tos empresariales al programa Gauzatu Industria 2012 del Gobierno Vasco, cuyo objeto es impulsar la creación y desarrollo de PYMES de Base Tecnológica y/o Innova-doras, como estrategia de competitividad a futuro, apo-yando la inversión generadora de empleo.

En este sentido a lo largo del año 2012 se ha colaborando en la presentación de 3 proyectos.

Programas Connect y Miniconnect

Con la voluntad de aplicar recursos públicos en segmen-tos y actuaciones específicos para contribuir de manera eficaz a su cometido promotor, la Sociedad para la Pro-moción y Reconversión Industrial, S.A.(SPRI) ha conside-rado necesario, en coordinación con los Centros de Em-presas e Innovación, poner a disposición de las iniciativas emprendedoras innovadoras, un instrumento integrado de acompañamiento y financiación para la puesta en marcha de su proyecto empresarial

Se trata de dos ayudas denominadas programa CON-NECT Y MINICONNECT, para financiar proyectos empre-sariales desarrollados por jóvenes empresas industriales (o de servicios conexos) innovadoras y con alto potencial de crecimiento, tutelados por un Centro de Empresas e Innovación (CEI) del País Vasco, para acompañamiento y tutoría especializada para el proceso de maduración y desarrollo de proyectos empresariales considerados como alto potencial de crecimiento.

CEDEMI respondiendo al cometido que le ha sido asig-nado, en el año 2012, ha continuado con el seguimientos de los proyectos presentados en años anteriores.

Programa Nervión Intraemprende

Respecto al contacto de CEDEMI con la realidad de la Co-marca, en Mayo de 2009, se puso en marcha una nueva iniciativa consistente en la realización de visitas periódi-cas y sistematizadas a las PYMES industriales de Ezkerral-dea, con el objetivo de conocer su situación y necesida-des y ofreciendo los servicios de CEDEMI en las labores de implantación de la Innovación y apoyo a la creación de nuevos negocios a través de las ideas que surgen en el seno de las empresas existentes.

A fecha de cierre del ejercicio 2012, y contando con la colaboración del Programa Intraemprendimiento de SPRI, se han visitado 57 empresas de la Comarca del Nervión.

Desde el día 27 de Diciembre de 2000, fecha en que se produjo la inauguración oficial de la Incubadora de Em-presas de CEDEMI, el Comité de Adjudicación de Módulos Empresariales, ratificado por el Consejo de Administra-ción, ha aprobado la entrada de 125 empresas, estando ubicadas en la actualidad un total de 32 empresas de ca-rácter innovador.

Asimismo, comentar que en el ejercicio 2012 se han rea-lizado dos comités de adjudicaciones, en los que se ha aprobado la entrada de 10 nuevas empresas.

Servicio de búsqueda de emplazamientos empresariales

CEDEMI cuenta desde el año 2002 con un servicio de búsqueda de emplazamientos empresariales por el cual todas aquellas empresas que deseen ubicarse en la Mar-gen Izquierda, pueden tener acceso a una completa base de datos con más de 6.500 referencias de locales dispo-nibles en la Comarca del Nervión, tanto de promoción pública como privada

Este servicio constituye un gran complemento a la ca-pacidad de alojamiento para proyectos innovadores de que dispone la incubadora Ilgner. La valoración global no puede ser más positiva, ya que este servicio de bús-queda de ubicaciones para empresas ha permitido dar a conocer al empresariado con proyectos de inversión, potenciales ubicaciones disponibles en la Comarca, con el consiguiente ahorro de tiempos de búsqueda.

Este servicio se nutre de diferentes fuentes, como ofer-tas de instituciones públicas, propietarios particulares, agencias inmobiliarias, prensa y trabajo de campo, y es actualizada semanalmente, reflejando las nuevas incor-poraciones de propiedades al mercado, y desechando aquellas que han sido ya enajenadas o arrendadas. Con esto se busca que el colectivo de promotores empresa-riales interesados en el servicio pueda disponer de una imagen viva de la situación en Margen Izquierda respec-to a la posible ubicación de nuevos proyectos de inver-sión.

En el año 2012, se han recibido para este servicio, un to-tal de 15 consultas, con el detalle que se incluye en la siguiente tabla.

Se han desarrollado dos cursos para personas desem-pleadas de la Margen Izquierda, en las instalaciones de CEDEMI, en colaboración con empresas formativas que han firmado acuerdos con el Gobierno Vasco a través de Lanbide.

• Curso de Técnico para departamentos de Marke-ting y comerciales (12 personas y 306 horas de du-ración) Enero - Abril

• Curso de Técnico contable y laboral (12 personas y 306 horas de duración) Julio - Diciembre

Para el año 2013 se está planteando la realización de más acciones formativas, que están pendientes de aproba-ción por parte de Lanbide. Asimismo en febrero se inicia una acción formativa de empleo verde, Mantenimiento y gestión ecoeficiente de edificios, que tendrá una du-ración de 160 horas y prácticas remuneradas en empre-sas por un periodo de entre 3 y 6 meses.

La Escuela de Organización Industrial (EOI) ha impar-tido, desde principios de noviembre de 2011 hasta fina-les de febrero de 2012, en CEDEMI el curso “Creación de Empresas Innovadoras” financiado por SPRI, el Minis-terio de Industria, Turismo y Comercio y el Fondo So-cial Europeo (FSE).

En este año, 22 personas han podido disfrutar de esta experiencia.

Esto supone la continuación de los acuerdos en vigor sig-nados con la Sociedad SPRI y la Escuela de Organización Industrial (EOI). Ciertamente supone una buena cantera de potenciales emprendedores.

El origen de la realización del diagnóstico transversal, era la necesidad que tienen las empresas de la incubadora de CEDEMI de aumentar la competencia de sus equipos para responder a las necesidades que demanda el merca-do, en un contexto complicado en el que resulta esencial ser altamente competitivo, y además poder aumentar las habilidades de las personas que las forman.

Dicho estudio ha sido impulsado por CEDEMI y financia-do por Hobetuz (Fundación Vasca para la Formación Pro-fesional Continua / Langileen Prestakuntzarako Euskal Fundazioa), gracias a la Convocatoria de Ayudas, aproba-da por acuerdo del Consejo de Administración de Lanbi-de Servicio Vasco de Empleo, en su sesión de 14 de julio de 2011.

Dicho Diagnóstico con validez de dos años, trata de re-flejar aquellas Necesidades reales de Formación que se han podido detectar, en general, tras el previo análisis de la situación de las empresas incubadas en CEDEMI y, en concreto, tras el examen exhaustivo de las estrategias de las organizaciones que han participado en el estudio.

Como resultado de este trabajo, se han podido determi-nar los distanciamientos existentes entre las competen-cias necesarias o deseables y las competencias actuales de sus integrantes (en vistas a la consecución de los ob-jetivos estratégicos de las Organizaciones) y marcar el itinerario de formación necesario para dar respuesta a la diferencia existente.

De esta manera, considerando la formación como una herramienta de gestión, se pondrá en marcha un Plan de Formación adecuado a las necesidades y a la realidad de las empresas de la incubadora de CEDEMI, que ayude a aumentar su competitividad, aportando valor mediante las acciones formativas oportunas

Fomento y Capacitación

El 1 de Enero de 2011, Lanbide se hizo cargo de las com-petencias en las políticas activas de Empleo en el País Vasco. Como consecuencia de ello, desde el 1 de agosto de 2012, CEDEMI se convirtió en Centro Colaborador de Lanbide.Los resultados en el periodo comprendido desde el 1 de enero al 31 de julio de 2012, fueron los siguientes: Se ha atendido a 70 personas desempleadas con entrevistas individuales, otras 14 en asesoramiento empresarial, y realizado 65 horas de orientación grupal.

Centro YuzzGracias al acuerdo establecido entre SPRI y la Fundación banesto, se ha abierto un Centro yUZZ en CEdEMI. El objetivo de dicho centro es ofrecer nuevas oportunida-des a jóvenes con ideas innovadoras de carácter tecno-lógico que puedan ser susceptibles de traducirse en un proyecto empresarial. La convocatoria de inscripciones finalizó el 31 de octubre resultando seleccionados 25 personas con edades comprendidas entre 18 y 30 años que en la actualidad se encuentran desarrollando el pro-grama.Durante los siete meses de duración del programa se pondrá a disposición de los seleccionados el soporte ne-cesario para desarrollar su idea en el mercado: una red de expertos, formación empresarial, asesorías y tutorías personalizadas, una plataforma de trabajo colaborativo en línea, y todo el soporte administrativo y jurídico ne-cesario.Los tres mejores proyectos seleccionados a nivel nacional recibirán una dotación económica para poner en marcha su negocio y hacer realidad su sueño.Asimismo, los mejores participantes, de entre todos los centros YUZZ, tendrán la oportunidad de viajar a Silicon Valley para conocer en primera persona el mayor centro de la innovación mundial en el ámbito de las nuevas tec-nologías

Desde CEDEMI hemos apostado por los Casual Friday Meeting® (CFM), unos encuentros empresariales que tienen como finalidad fomentar la colaboración entre el empresariado de la Comarca del Nervión, realizar ponen-cias de interés para dichas personas, así como fomentar el intraemprendizaje.

En el año 2012 se ha realizado un CFM. Esta jornada re-sultó todo un éxito, tanto en asistencia de participan-tes como por la calidad de las ponencias presentadas, haciendo que los Casual Friday Meeting® se consoliden como jornadas de gran interés en el entorno empresarial de la Comarca.

El 11º CFM se celebró en junio, en el Edificio Ilgner de CEDEMI (Barakaldo). El Centro de Desarrollo Empresarial de la Margen Izquierda, CEDEMI, celebró esta jornada conjuntamente con EOI y congregaron a unas sesenta empresas.

En la jornada celebrada, los asistentes tuvieron la opor-tunidad de compartir conocimiento y aprendizaje so-bre Experiencias y metodología para intraemprendedo-res. Los participantes en la jornada pudieron conocer de primera mano los ejemplos de la EOI (Escuela de Organización Industrial) en materia de intraemprendi-miento.

La primera ponencia corrió a cargo de Tiscar Lara (Direc-tora de EOI DIGITAL), que trasladó a los asistentes sus prácticas y reflexiones sobre el proceso del intraempren-dizaje dentro de las organizaciones.

A continuación Julen Iturbe Ormaetxe (Consultor Ar-tesano) centraba el tema de la Jornada a través de su ponencia ”La Empresa como contenedor de proyectos personales”. En su intervención proporcionó a las pymes una metodología que les ayude en la identificación de nuevas oportunidades de negocio y en la generación de ideas.

En su explicación se apoyó en casos conocidos y expe-riencias personales para tratar de hacer entender la ge-neración de relaciones de valor.

La jornada concluyó con un encuentro distendido en el atrio central del Pabellón Ilgner de CEDEMI, donde se pu-dieron intercambiar pareceres de una forma más directa e informal.

Centro de EventosA lo largo del año 2012, CEDEMI ha recogido 10 solicitu-des para la utilización de las infraestructuras principales del Edificio Ilgner, como son el Salón de Actos y el Atrio Central, con el fin de realizar diferentes eventos. AurkibideaAurkezpenaCEDEMI Enpresa eta Berrikuntzaren Europako Zentroa da (CEEI), eta Europako EBN Sareko eta ANCES Nazio mailako Elkarteko kide da. Bizkaiko Foru Aldundia eta Eusko Jaurlaritza ditu partaide, zati berdinetan, SPRI so-zietatearen bidez.

CEDEMIk industria-iragana izan duen eremu geografiko garrantzitsuan enplegua eta aberastasuna sortu nahi ditu. Eremu hori Bizkaiko (Euskadi) Nerbioi eskualdeko 11 udalerrik osatzen dute. Horretarako, enpresa berria sortu nahi duten ekintzaileei laguntza emateko jardue-rak egiten ditu, aurretik dauden enpresekin lankidet-za izaten du, eta eskualdera inbertsio-proiektu berriak erakartzen saiatzen da.

Enpresa Sustapeneko zeregin nagusiaz gain, CEDEMIk beste esparru batzuetan ere lan egiten du, esaterako, ho-nako hauetan: pertsonen prestakuntza, bertako Enpresa Haztegiaren kudeaketa, Ilgner eraikina ekitaldien zentro eta eragile ekonomikoentzako foro erakargarri gisa us-tiatuta jarduera ekonomikoa sustatzea.

Sarrera

Egoera ekonomikoa dela eta, oso zaila egiten zaie erakundeei gizarteari mezu positibo eta baikorra igort-zea. 5 urteko dezelerazio ekonomikoak, ondoren atze-raldi bihurtutako horrek, faktura luzea eta astuna ekarri die enpresei eta enpleguari eta egunero komunikabi-deek jakinarazten dizkiguten albisteek ez dute laster suspertzeko esperantza-izpirik txikiena ere erakusten. Honaino iritsita, badirudi denok jabetu garela ez dela ez azkarra, ez erraza izango egoera lasaiago batera iris-teko bidea.

Okerrena, agian, sortutako ziurgabetasun-giro hau guztia da; hondoa jo ote dugun edo oraindik garai okerragoak iritsiko ote diren jakin ezin hau. Ezkerraldeko Enpresak Garatzeko Zentroaren (CEDE-MI) eragin-eremuan, egoera are kezkagarriagoa da. Langabezia-tasa % 20 ingurukoa dago Ezkerraldean, Bizkaikoa (% 16) eta Euskadikoa (% 15) baino askoz handiagoa. EAEn langabezia-tasa handiena duen uda-lerria Nerbioiren Ezkerraldean dago; Sestao da eta ia % 25eko langabezia dute. Eta ez da gertaera isolatua; zerrendako bigarrena ere eskualde berean dago: San-turtzi, % 20,5eko langabeziarekin. Eta laugarrena eta bosgarrena... Inguruko udalerri guztiak Euskal Auto-nomia Erkidegoan langabezia-tasa handiena dutenen artean daude. Krisiak gogor zigortutako eskualdea da, zalantzarik gabe, eta dituen baldintza bereziek justi-fikatu egiten dituzte diskriminazio positiboa egiteko bertan aplikatzen diren ezohiko politikak.

Sarrera

Hala ere, egoera desatsegin honek ez du eskualdeak duen ekintzaile izateko sentiberatasuna kikildu eta 2012an argi utzi du eremu bizia dela, badituela ardurak eta ausardia ere baduela sortzen diren oztopo guztiei aurre egiteko; agian, iraganeko asalduzko borroka eta gizarte-aldarrikapenek lagunduta. Hortaz, CEDEMIk aurtengo ekitaldian 85 enpresa-proiektu bildu ditu, 20 enpresa berri sortzen lagundu du eta lehendik zeuden enpresak garatzeko 4 proiektu ere lagundu ditu. Sus-tatzaileen arabera, enpresa horiek 233 lanpostu sor-tuko dituzte datozen 3 urteetan eta 6,2 milioi eurotik gorako inbertsioak egingo dituzte. Lehen azaldutako egoera bizi dugun honetan, eman daitekeen albiste onenetakoa da hau, adierazten baitu ez dela galdu etorkizunean oparotasun handiagoa izateko itxarope-na.

CEDEMIk ekintzaileei laguntzeko ematen duten tresna nagusietako bat Ilgner haztegia da; enpresa berritzai-le sortu berriei lehen kokalekua eskaintzen dien toki berezia. Ekitaldi amaieran, 32 enpresa zeuden gure instalazioetan, lehen urteetan gure teknikarien tuto-retzaren laguntzaz.

CEDEMIk arreta berezia eskaintzen die pertsonen trebakuntza eta gaitzeari ere, bai enpresa-sustatzai-leenari, bai langabeenari. Aurtengo berrikuntzetako bat Inkubagailuko sozietate guztientzako Trebakunt-

za Beharren Diagnostikoa egitea izan da, horrela, trebakuntza enpresen interes eta eskaera errealeta-ra egokitzeko. Gainera, Banesto Fundazioarekin lor-tu dugun akordioari esker, abian da YUZZ zentroa, gure Ilgner eraikinean. Zentro horren helburua ideia berritzaileak dituzten gazteei enpresa-proiektu bat garatzeko aukera ematea da. Une honetan, 18 eta 30 urte arteko 25 pertsona ari dira programan parte hartzen.

CEDEMIk Enpresa eta Berrikuntza Zentroen Elkarteen ohiko foroetan parte hartzen jarraitzen du; bai esta-tukoetan (ANCES), bai Europakoetan (EBN). Horrez gain, egiten dituen jarduera guztiak kalitate eta ingu-men arloko ISO 9001 eta ISO 14001 ziurtagirien bidez bermatuta daude eta urtero urratsak ematen dituzten etengabeko berrikuntzaren bidean.

Azkenik, berriro nabarmendu nahi genuke Nerbioi Eskualdeko pertsona ekintzaileei eta enpresei lagunt-zeko egiten ditugun jarduera guztiak gure bazkideek, Bizkaiko Foru Aldundiak eta Eusko Jaurlaritzak, SPRI sozietatearen bidez ematen diguten laguntzari esker egiten ditugula. Horien lana eta bultzada ezinbeste-koak dira gure eskualdean enplegua eta aberastasuna sortzeko eta etorkizunean ere funtsezkoa izango dugu hain laguntza lehen gizarteak zuen ongizate maila be-rreskuratu nahi badugu.

Sortutako Enpresak2012 ekitaldiari dagokionez, 24 enpresa-ekimen abian jartzen lagundu dugu. Sustatzaileen kalkuluen arabe-ra, enpresa horien inbertsio-aurreikuspena hiru urteko epean 6.230.317 eurokoa izango da, eta 233 lanpostu sortuko dituzte.

1997an sortu zenetik, 300 enpresa-proiektu sortzen eta/edo garatzen lagundu du CEDEMIk, eta horietatik askok produktu eta prozesu berritzaileak dituzte, askotariko se-ktoreetan: telekomunikazioak, elektronika, informatika... Sustatzaileek egindako aurreikuspenen arabera, 300 enpresa horiek zuzeneko 2.616 enplegu berri sortuko zituzten, eta horretarako 102 milioi euroko balioa duten inbertsioak egingo zituzten.

2012an SPRIren Ekintzaile Laguntza Programaren bi bat-zar egin dira, eta horietan 11 proiektu aurkeztu eta onar-tu dira.

Guztira, programa sortu zenetik 183 proiektu aurkeztu eta 167 onartu dira, eta horietatik, orain arte, 115 sortu dira enpresa gisa, hau da, % 68,8.

Enpresa proiektu berritzaile berrien garapena

SPRI sozietatearen EKINTZAILE programak lagundutako 167 proiektuetatik 81ek Bizkaiko Foru Aldundiaren Be-rrikuntza eta Ekonomi Sustapen Sailaren babesa ere jaso dute, enpresen sustapenerako laguntza-programa uga-rien bidez.

2012an, SPRI sozietatearen EKINTZAILE programak ba-bestutako 11 programetatik 6k jaso dute Bizkaiko Foru Aldundiaren babesa ere, enpresa-proiektu berritzaileen garapenerako laguntza-programen bidez.

CEDEMIk SPRIrekin lankidetzan dihardu Eusko Jaurlarit-zako Gauzatu Industria 2012 programara enpresa-proie-ktuak aurkezteko. Programa horren helburua Oinarri Te-knologiko eta/edo Berritzailea duten ETEak sortzea eta garatzea bultzatzea da, etorkizuneko lehiakortasunerako estrategia gisa, enplegua sortzeko inbertsioa egiten la-gunduta.

Horrekin lotuta, 2012an 3 proiektu aurkezten lagundu dugu.

Connect eta Miniconnect Programak

Industria Sustapen eta Eraldaketarako Baltzua, SA (SPRI) erakundeak, sustatzaile gisa modu eraginkorrean lagunt-zeko jarduera espezifikoak eta segmentuetan baliabide publikoak jartzeko asmoarekin, beharrezkotzat jo du Enpresa eta Berrikuntza Zentroekin koordinatuta, enpre-sa-proiektua martxan jartzeko finantzaketa eta laguntza-rako tresna integratua ekimen berritzaile eta ekintzaileen eskura jartzea.

CONNECT eta MINICONNECT programak izeneko bi la-guntza dira. Industria-enpresa gazte (edo horiekin lo-tutako zerbitzuak) berritzaileek eta hazteko potentzial handia dutenek garatutako enpresa-proiektuak finant-zatzeko laguntzak dira, Euskadiko Enpresa eta Berrikunt-za Zentro (EBZ) batek babestuta, betiere, eta hazteko potentzial handia dutela uste den enpresa-proiektuak garatze-prozesurako tutoretza eta aholkularitza espezia-lizatua emateko asmoz.

CEDEMIk, eman zaion lana betez, 2012an, aurreko urtee-tan aurkeztutako proiektuen jarraipena egiten jarraitu du.

Nerbioi barnekintzaile Programa

Eskualdeko errealitatearekin CEDEMIk duen harrema-nari dagokionez, 2009ko maiatzean, Ezkerraldeko in-dustria arloko ETE-ei aldizkako bisita sistematizatuak egiteko ekimen berria jarri zen abian, haien egoera eta dituzten beharrak ezagutzeko asmoz, eta CEDEMIren zerbitzuak eskaintzeko Berrikuntzaren ezarpenean eta dauden enpresetan sortzen diren ideien bidez negozio berriak sortzen laguntzeko.

2012ko ekitaldia ixtean, eta SPRIren Barnekintzaile Pro-gramaren lankidetza barne hartuta, Nerbioi Eskualdeko 57 enpresa bisitatu ditugu.

2000ko abenduaren 27an CEDEMIren Enpresa Haztegia-ren inaugurazio ofiziala izan zen, eta ordutik, Administra-zio Kontseiluak berretsitako Enpresa Moduluen Esleipe-nerako Batzordeak 125 enpresa sartzea onartu du, eta gaur egun, guztira, izaera berritzailea duten 32 enpresa daude bertan.

CEDEMIk 2002tik enpresa-kokapenak bilatzeko zerbitzua du. Zerbitzu horren bidez, Ezkerraldean kokatu nahi du-ten enpresa guztiek Nerbioi eskualdean eskuragarri dau-den lokalen 6.500 erreferentzia baino gehiago biltzen dituen datu-base osatu baterako sarbidea izango dute; eskuragarri dauden lokalak sustapen publikokoak naiz pribatukoak dira.

Ilgner enpresa-haztegiak dituen proiektu berritzaileei os-tatu emateko gaitasunerako osagarri bikaina da zerbitzu hau. Balorazio orokorra ezin hobea da; izan ere, enpresa-kokapenak bilatzeko zerbitzu honek inbertsio-proiektuak dituzten enpresaburuei eskualdean eskuragarri dauden kokapen posibleak ezagutaraztea ahalbidetu die eta, ho-rri esker, bilaketan eman beharreko denborak aurreztu ahal izan dituzte.

Zerbitzuak hainbat iturri ditu, esaterako, erakunde pu-blikoen eskaintzak, jabe partikularrenak, higiezinen agentzienak, prentsakoak eta landa-lanekoak. Astero eguneratzen da, beraz, merkatuan sartutako jabetza berriak erakutsi eta dagoeneko besterendu edo alokatu direnak kentzen dira. Lanbide arloko prestakuntza ikastaroak

EOI-ko enpresa berritzaileak sortzeko ikastaroa

Ezkerraldeko langabetuentzako bi ikastaro egin dira CE-DEMIren instalazioetan Lanbideren bidez Eusko Jaurlarit-zarekin akordioa sinatu duten prestakuntza-enpresekin lankidetzan.

• Marketing sailetarako eta sail komertzialetarako teknikari-ikastaroa (12 lagun eta 306 orduko irau-pena) urtarrila - apirila

• kontularitzako eta lan arloko teknikari-ikastaroa (12 lagun eta 306 orduko iraupena) uztaila - aben-dua

2013 urterako prestakuntza-ekintza gehiago egitea planteatzen ari gara eta, oraingoz, Lanbidek onartu zain daude. Bestalde, otsailean enplegu berdeari buruzko prestakuntza-ekintza izango da: eraikinen mantentze-lana eta kudeaketa eko-eraginkorra. 160 orduko irau-pena izango du eta 3 eta 6 hilabete arteko ordaindutako praktikak izango dituzte enpresetan, gehienez ere egu-nean 5 orduko ordutegiarekin.

La Escuela de Organización Industrial (EOI) ha impar-tido, desde principios de noviembre de 2011 hasta fina-les de febrero de 2012, en CEDEMI el curso “Creación de Empresas Innovadoras” financiado por SPRI, el Minis-terio de Industria, Turismo y Comercio y el Fondo So-cial Europeo (FSE).

En este año, 22 personas han podido disfrutar de esta experiencia.

Esto supone la continuación de los acuerdos en vigor sig-nados con la Sociedad SPRI y la Escuela de Organización Industrial (EOI). Ciertamente supone una buena cantera de potenciales emprendedores.

Ikerketa CEDEMIk sustatu zuen eta Hobetuz-ek (Lan-gileen Prestakuntzarako Euskal Fundazioa) finantziatu zuen ,

2011ko uztailaren 14an Lanbide Euskal Enplegu Zerbit-zuko Administrazio Kontseiluak izandako bileran onartu zen diru-laguntzen deialdiari esker,

BI urteko indarraldia duen Diagnostiko honek CEDEMIko haztegian dauden enpresen prestakuntza-behar errea-lak azaleratu nahi izan ditu, oro har, bertako egoeraren azterketa egin ostean, eta zehazki, azterketan parte har-tu duten erakundeen estrategia xehetasunean aztertu ostean.

Lan horren ondorioz, beharrezkoak diren edo lortu nahi ditugun gaitasunen eta gaur egun kideek dituzten (erakundeen helburu estrategikoak lortze aldera) gaita-sunen artean dauden aldeak zehaztu ahal izan dugu eta gaur egun dagoen alde horri erantzuna emateko beha-rrezko prestakuntza-ibilbidea markatu ahal izan dugu.

Hala, prestakuntza kudeaketarako tresna oso baliagarria denez, CEDEMIko haztegian dauden enpresen beharre-tara eta haien errealitatera egokitutako Prestakuntza Plana jarriko dugu martxan, lehiakortasuna areagotzen laguntzeko, dagozkion prestakuntza-ekintzen bidez ba-lioa eskainiz.

2011ko urtarrilaren 1ean, Lanbidek bere gain hartu zi-tuen Euskadiko Enpleguaren politika aktiboen eskudunt-zak. Horren ondorioz, 2012ko abuztuaren 1etik, CEDEMI Lanbideren zentro laguntzailea da.

Hauek dira 2012ko urtarrilaren 1etik uztailaren 31ra ar-teko tartean izandako emaitzak: 70 langabeturi eman diegu arreta banakako elkarrizketekin, 14ri enpresa ar-loko aholkularitza, eta taldeko orientazioko 65 ordu egin ditugu.

Sustapena eta Prestakuntza

Yuzz ZentroaSPRI eta Banesto Fundazioaren artean egindako akordioari esker, CEDEMIn YUZZ Zentroa ireki dugu. Zentro horren he-lburua teknologia arloko ideia berritzaileak dituzten gazteei aukera berriak ematea da, ideia horiek enpresa-proiektu bihur daitezen. Izena emateko deialdia urriaren 31n amaitu zen, eta hortik 25 laguneko aukeraketa atera genuen. Hau-tagaiak 18 eta 30 urte artekoak dira eta gaur egun progra-ma egiten ari dira.Programak zazpi hilabeteko iraupena izango du eta tar-te horretan aukeratutakoei beharrezko laguntza emango zaie ideia merkatuan gara dezaten: adituen sarea, enpresa-prestakuntza, aholkularitza eta tutoretza pertsonalizatua, onlineko lankidetzarako laneko plataforma, eta beharrezko laguntza administratibo eta juridiko guztia.Nazio mailan aukeratutako hiru proiektu onenek laguntza ekonomikoa jasoko dute negozioa martxan jartzeko eta ametsa errealitate bihurtzeko.Era berean, YUZZ zentro guztien artean, parte-hartzaile onenek Silicon Valley-ra bidaia egiteko aukera izango dute, aurrez aurre teknologia berrien eremuan dagoen mundu mailako berrikuntzaren zentro handiena ikusi ahal izateko.

CEDEMIn Casual Friday Meeting® (CFM) egitearen alde egin dugu. Enpresen arteko topaketa horiek helburu hauek dituzte: Nerbioi eskualdeko enpresen arteko lan-kidetza sustatzea, pertsona horientzako interesekoak di-ren hitzaldiak egitea eta barnekintzailetza sustatzea.

2012an CFM bat egin da. Jardunaldiak erabateko arrakas-ta lortu zuen, bai parte-hartzaile kopuruari, bai aurkeztu-tako hitzaldien kalitateari dagokionez, beraz, Casual Fri-day Meeting® ekimenak eskualdeko enpresa-ingurunean interes handiko jardunaldi gisa sendotu dira.

11. CFM ekainean izan zen, CEDEMIko Ilgner eraikinean (Barakaldo). Ezkerraldeko Enpresen Garapen Zentroak, CEDEMIk, EOIrekin batera egin zuen jardunaldia eta hiru-rogei bat enpresa bildu zituzten.

Jardunaldira joandakoek barnekintzaileentzako metodo-logia eta esperientziei buruzko ezagutzak eta esperien-tziak partekatzeko aukera izan zuten. Parte-hartzaileek barnekintzailetzaren arloan EOIk (Industria Antolaketako Eskola) izandako esperientziak aurrez aurre ezagutzeko aukera izan zuten.

Lehen hitzaldia Tiscar Larak (EOI DIGITALeko zuzendaria) eman zuen. Erakundeen barruan barnekintzailetzaren arteari buruzko gogoetak eta izandako esperientziak azaldu zizkien bertaratutakoei.

Jarraian, Julen Iturbe Ormaetxe (Consultoría Artesana taldeko aholkularia) jardunaldiko gaia zentratu zuen, hitzaldi honekin: ”Enpresa, proiektu pertsonalak biltzen

dituen gunea”. Hitzaldian ETE-ei metodologia bat eskai-ni zien negozio-aukera berriak identifikatzen laguntzeko eta ideiak sortzeko.

Azalpenean kasu ezagunak eta esperientzia pertsonalak erabili zituen baliozko harremanak sortzeak duen ga-rrantzia ulertarazteko.

Jardunaldia amaitzeko, CEDEMIko Ilgner pabiloiko erdi-guneko atriumean topaketa lasaia egin zuten, eta ber-tan, norbere irudipenak zuzenean eta modu informalean trukatu ahal izan genituen.

IntroductionThe current financial situation means that it is compli-cated for institutions to portray a positive and optimis-tic outlook to society. The result of 5 years economic slowdown, followed by recession, became a long and hard-hitting process for companies and unemploy-ment. The daily news from the media shows not even the slightest inkling of hope of recovery on the horizon. At this stage, it looks like we have all taken for granted that returning to a more comfortable situation will be neither swift nor simple.

Possible the worst of all is the feeling of uncertainty created - this unknown element yet to be resolved as to whether or not we have touched rock bottom or worse times are still ahead. This ignorance in now way benefits the economy as it affects all areas that drive it, business activity, employment, household consump-tion, bank financing ... Perhaps when we are able to put a specific date to the long desired recovery, we can start thinking more long term, with a strategic vision which is too risky at the moment.

The negative side of the situation should not, howe-ver, consider throwing in the towel and giving up on our idea of moving forward, even though it will be an uphill struggle as it will involve a few ingredients that will certainly put us to the test. Will, determination, working together, talent and risk taking, are some of

the qualities that we have shown in the past, which will and have served as useful tools.

Fortunately our own characteristics regarding the eco-nomy and industry have made us more resistant to the hardships of the crisis. We must now focus on promo-ting this differential fact and work towards being the first to return to growth, with bold proposals again providing access to business financing, effective in-ternationalisation and the decisive R&D boost therein, regardless of size.

As far as CEDEMI’s area of influence is concerned, the situation is even more worrying. With an approximate unemployment rate of 20%, in this field Ezkerraldea significantly surpasses Biscay (16%) and the whole of Euskadi (15%). The region with the highest CAV unem-ployment rate is on the Left Bank of the Nervión, in Sestao with a figure of almost 25%. This is by no jeans an isolated event with the second on the list also in the same region in Santurtzi with a figure of 20.5%. Then the fourth and the fifth,… All towns in the region are amongst those with the highest level of unemploy-ment in the Basque Country. This is without a doubt one of the hardest hit areas as a result of the crisis, with specific conditions that justify the exceptional positive discrimination policies applied therein.

Introduction

However, this unpleasant scenario has not retracted entrepreneurial sensitivity which the region main-tains, and throughout 2012 it has made it clear that it is a thriving region, with concerns, and determined to face every obstacle it comes across, perhaps guided by its troubled past of struggles and social demands. As a result this year CEDEMI has procured 85 business projects, and supported the setting up of 20 new companies and 4 development projects of existing companies. According to the developers themselves, these companies will generate 233 jobs in the next 3 years, with investments of over 6.2 million euros. In a scenario like the above, this is the best kind of news as it tells us that all hope for a more prosperous future is not lost.

One of the main tools CEDEMI has to support entre-preneurship is the Ilgner Incubator which is a unique space that offers the first settlement for recently esta-blished innovative companies. At year-end, 32 compa-nies were located in our facilities, with the tutoring of our technical staff as support in their early years.

Education and training of both business promoters and the unemployed is another point which CEDEMI pays special attention to. A new feature this year was a Training Requirements Assessment for all companies

housed in the Incubator with a view to provide training focused on the real company interests and demands. Also, thanks to the agreement with Fundación Banes-to, a YUZZ Centre has been set into operation in our Ilgner building, with the aim of providing opportuni-ties for young people with innovative ideas to develop a business plan. Currently 25 people aged between 18 and 30 are already taking part in the programme.

CEDEMI also continues to take part in the regular fo-rums of Asociaciones de Centros de Empresas e Inno-vación, both on a State (ANCES) and European (EBN) basis. Also, all actions are supported with Quality and Environment certificates ISO 9001 and ISO 14001, with progress made each year with a view towards conti-nuous improvement.

Finally, it should be noted once more that all our ac-tions supporting entrepreneurs and businesses in the Nervión region are possible thanks to the strong su-pport of our partners, the Provincial Council of Bizkaia and the Basque Government through the Company SPRI. Their work and commitment are vital in genera-ting jobs and wealth in our region, and their future su-pport will be vital if we are to regain the welfare levels previously reached by society as a whole.

Businesses IncorporatedDuring the 2012 financial year, support was provided for setting up more than 24 business initiatives. Inves-tment forecasts estimated by the developers of these businesses for a three-year period total 6.230.317 euros, and the creation of 233 jobs is envisaged.

Since its founding in 1997, CEDEMI has contributed to the incorporation and/or development of 300 business projects, of which the vast majority include innovative products and processes, in a wide variety of sectors such as telecommunications, electronics and IT, etc. Accor-ding to forecasts by the business developers themselves, these 300 companies should have generated 2.616 new direct jobs, while making investments to the tune of 102 million euros.

Ekintzaile Program Competitiveness Improvement PlanEver since the Ekintzaile program was set up by the com-pany SPRI, CEDEMI, in its role as a partner company, has provided the support instruments envisaged in this pro-gram to entrepreneurial people who have joined this new initiative, monitoring them throughout the process of maturing and setting up the new companies, and pro-viding them with advice and infrastructure for locating their activities.

Ekintzaile monitoring phase:

In 2012 two SPRI Ekintzaile Aid Programme commit-tees were set up, where 11 projects were presented and approved.

The number of projects presented since the creation of the program totals 183. 167 of these were approved, of which to date 115 have already been incorporated as companies, no less than 68,8%.

Out of the 167 projects that have been supported by the EKINTZAILE program run by the company SPRI, 81 have also received support from the Biscay Regional Government’s Innovation and Economic Promotion De-partment, through the various assistance programs ai-med at supporting business advocacy.

During 2012, out of the 11 programs that have been su-pported by the company SPRI’s EKINTZAILE program, 6 have also received support from the Biscay Regional Go-vernment, through the new innovative business projects development aid programme.

gauzatu Program

CEDEMI works in partnership with SPRI to present busi-ness projects to the Basque Government’s Gauzatu In-dustry 2012 problem, the aim of which is to give a boost to the creation and development of technological and/or innovative small- and medium-sized businesses, as a future competitiveness strategy in support of investment that generates employment.

In this sense, during the course of 2012 it has assisted with the presentation of 3 projects.

Connect and Miniconnect programs

With the aim of applying public resources to specific sectors and activities in order to make a more effective contribution to its development task, the Sociedad para la Promoción y Reconversión Industrial, S.A. (SPRI) has considered it necessary, in cooperation with Business and Innovation Centres, to make available an integra-ted monitoring and financing instrument to innovative entrepreneurial initiatives to allow them to set up their business projects.

The two assistance programs are called CONNECT and MINICONNECT, which finance business projects develo-ped by young, innovative industrial businesses (or related services) with a high growth potential. These businesses are mentored by Business and Innovation Centres (BIC) in the Basque Country and are provided with monitoring and specialised mentoring for the process of maturation and the development of business projects that are consi-dered to have a high potential for growth.

As a result of the task assigned to it, in 2012 CEDEMI has continued to monitor the projects presented in previous years.

Nervión Intraemprende Program

As a result of CEDEMI’s contact with the situation in the region, in May 2009 a new initiative was set in motion, consisting of making periodical and systematic visits to the industrial small- and medium-sized businesses in Ezkerraldea. These visits were aimed at learning about their situations and needs, and offering them CEDEMI’s services for the tasks for implementing innovation and to support the creation of new businesses based on ideas arising from within existing companies.

At the date of the closure of 2012, and counting on the collaboration of the SPRI Intrapreneurship Programme, 57 companies in the Nervión region had been visited.

Even since the 27th of December, 2000, when CEDEMI’s Business Incubator was officially inaugurated, the Bu-siness Module Assignment Committee, ratified by the Board of Directors, has approved the entrance of 125 companies. A total of 32 innovative companies are cu-rrently accommodated.

Since 2002, CEDEMI has offered a business site search service to any companies wishing to locate themselves on the Left Bank, who are given access to a full database with more than 6.500 entries about public and privately developed sites available in the region of Nervión.

This service is highly complementary to the Ilgner incubator’s capacity to accommodate innovative pro-jects. The overall assessment could not be more positi-ve, as this business location search service has allowed entrepreneurs to be brought together with investment projects and potential locations available in the region, leading to reduced search times.

This service obtains data from various sources, such as offers by public institutions, individual owners, property agencies, the press and field work. It is updated weekly to include property that comes onto the market and to delete property that has been disposed of or leased. The aim is to provide the collective of business developers interested in the service with a live overview of the si-tuation on the Left Bank regarding possible locations for new investment projects.

A total of 15 inquiries were received through this servi-ce in 2012, the details of which are shown on the table below.

Innovative business creation course run by the EOI

Two courses have been run for unemployed people from the Left Bank at CEDEMI’s facilities, in partnership with training companies that have signed agreements with the Basque Government through Lanbide.

• Course for marketing commercial department te-chnicians (12 people with a duration of 306 hours) January - April

• Accounts and Occupational Technician Course (12 people with a duration of 306 hours) July - Decem-ber

Further training activities are planned for 2013, which are pending approval by Lanbide and the onset, in February, of the green employment training action, building eco-efficient management and maintenance, which will run for 160 hours and remunerated placement work in companies for a period of between 3 and 6 months, with a maximum working date of 5 hours.

Between the beginning of November 2011 and the end of February 2012, the Industrial Organisation School (EOI in Spanish) ran a course entitled “Innovative business Creation” at CEDEMI, financed by SPRI, the Ministry of Industry, Tourism and Trade and the European Social Fund (ESF).

22 people were able to enjoy this experience during this year.

The course represented the continuation of agreements that are in force, signed with the company SPRI and the Industrial Organisation School (EOI). It certainly formed a good pool of potential entrepreneurs.

Training requirements diagnosis (TrD) CEDEMI and companies incubated at CEDEMIThe reason behind the transversal diagnosis was the need for the CEDEMI incubator company to increase the competitiveness of their teams to meet the market de-mands, in a complicated context where a high degree of competitiveness is essential, as well as the possibility of being able to increase the skills of persons making up the companies.

This study has been promoted by CEDEMI and funded by Hobetuz (Basque Foundation for Continuous Voca-tional Training / Langileen Prestakuntzarako Euskal Fun-dazioa),

as a result of the Announcement of Financial Aid appro-ved by the Administration Board of Lanbide, Basque Employment Service, in a meeting held on the 14th July 2011.

This Diagnosis with a validity of two years, aims at showing the real Training Needs that could be detec-ted, in general terms, following the preliminary analysis of the situation of the companies incubated in CEDEMI, and, specifically, after the thorough study of the strate-gies of organisations that have taken part in the inves-tigation.

As a result of this work, it has been established that the existing distance between the necessary or desired ca-pacities and the current capacities of those making up the company (with a view to achieving the Organisa-tions’ strategic objectives) setting out a training progra-mme required to respond to the existing difference.

To this regard, taking training as a management tool, a Training Plan adapted to requirements and reality of the CEDEMI incubator companies will be set into operation, which helps in improving competitiveness, providing immediate value by means of the appropriate training actions.

Development and Training

On the 1st of January 2011, Lanbide became responsible for active employment policies in the Basque Country. As a consequence of this, as of the 1st of August, 2012 CEDE-MI became a Lanbide Partner Centre.

The following results were obtained during the period between the 1st of January and the 31st of July, 2012: 70 unemployed persons were dealt with with individual interviews, 14 in business consultancy, with 65 hours of group counselling.

Yuzz CentreThanks to the agreement made between SPRI and Funda-ción Banesto, a YUZZ Centre was opened in CEDEMI. The purpose of this centre is to provide new opportunities to young people with innovative ideas with regards to tech-nology that may be feasible for being implemented as a bu-siness project. The call for registrations ended on the 31st of October which resulted in the selection of 25 persons aged between 18 and 30 with the programme currently underway.During the six month duration of the programme the se-lected persons will be provided with the necessary support to develop their idea in the market. A network of experts, business training and personalised tutoring, an on line co-llaboration work platform, and all necessary legal and admi-nistrative support.The three best project selected on a national level shall receive financial funding to set their business up and the make their dream a reality.Also, the top participants, from all the YUZZ centres, will get the chance to travel to Silicon Valley for a first hand view of the top innovation centre in the world within the field of new technologies.

At CEDEMI we are committed to Casual Friday Meetings® (CFM); business meetings aimed at promoting coopera-tion between the entrepreneur of the Nervión Region, giving speeches of interest for these people, as well as promoting intrapreneurship.

One CFM was held in 2012. This meeting have been ex-tremely successful, both in terms of attendance by parti-cipants and of the quality of the presentations, allowing Casual Friday Meetings® to become consolidated as very interesting to the region’s business environment.

The 11th CFM was held in June in the CEDEMI Ilgner Building (Barakaldo). The purpose of this initiative is as follows: The Left Bank Business Development Centre, CE-DEMI, held this conference in conjunction with EOI and they congregated approximately sixty companies.

In the conference held, the attendees were able to share knowledge and experience relating to Experiences and methods for intrapreneurs. The attendees at the confe-rence received first hand experiences of the EOI (Indus-trial Organisation School) relating to intrapreneurship matters.

The first speech was provided by Tiscar Lara (Manageress of EOI DIGITAL) who spoke about her experiences and thoughts regarding the art of intrapreneurship in orga-nizations.

This was followed by Julen Iturbe Omaetxe (Craftsman Consultor) focusing on the Agenda of the day with his

speech on “The Company as a personal project contai-ner”. During his presentation he provided small- and medium-sized businesses with a methodology to help them identify new business opportunities and to gene-rate ideas.

During his explanation he quoted well known cases and personal experiences to convey the idea of generating value relationships.

The conference ended with a relaxed chat in the central atrium of the CEDEMI Ilgner Pavilion where everyone was able to exchange their thoughts in a more direct and informal manner.
