With the aim of improving the eco-logical, environmental and social functionality of the city’s green spa-ces, Vitoria-Gasteiz City Hall has ini-tiated the Green Urban Infrastruc-ture Strategy of Vitoria-Gasteiz.
Con el objetivo de mejorar la funcio-nalidad ecológica, ambiental y social de los espacios verdes de la ciudad, el Ayuntamiento de Vitoria-Gasteiz ha puesto en marcha la Estrategia de Infraestructura Verde Urbana de Vitoria-Gasteiz.

The Green Infrastructure of
Vitoria-Gasteiz comprises the
woods that line the mountai-
nous fringes of the municipali-
ty, the agro-forestry matrix, its
lakes and wetlands, the Green
Belt, its parks, gardens and
other urban green spaces, its
rivers and streams, as well as
the network of green ways that
connect these spaces. The
Green Infrastructure is structu-
red at several different scales
over the region and the bene-
fits it provides must be inter-
preted in accordance with each
scale.
In the city, the Green Infrastruc-
ture (Urban Green Infrastructu-
re) is made up of parks and gar-
dens, tree-lined avenues, green
sports areas, urban horticultural

they play a fundamental role in
improving the environmental
quality of the urban milieu, con-
tributing to an improvement in
the general habitability of the
cities and the health and we ll-
being of their inhabitants.

Among the environmental func-
tions of urban green spaces,
the following are especially im-
portant: fixing atmospheric con-
taminants, absorbing CO2 and
other greenhouse effect gases,
increasing the permeability and
fertility of the soil and their role
as a habitat and refuge for a lar-
ge number of species of flora
and fauna. Thanks to these func-
tions, green areas provide the
following ecosystem services,
among others: reducing atmos-
pheric contamination, in crea sing
the reserves of underground
water, reducing the urban heat
island effect and enhancing
the processes of mitigation and
adaptation to climate change.
Vitoria-Gasteiz, with 46 m2 per
inhabitant, is one of the cities
with more urban and periurban
green spaces in Europe. The
city’s green areas are evenly
distributed, in such a way that
the entire population of the city
has access to a green recrea-
tional area at a distance of less
than 250 m. However, except

Con el fin de mejorar las funcio-
nes ecológicas, ambientales y
sociales de los espacios verdes
de la ciudad, el Ayuntamiento
de Vitoria-Gasteiz ha aprobado
y puesto en marcha la Estrate-
gia de Infraestructura Verde
Urbana de Vitoria-Gasteiz. Ba-
sada en la Estrategia Europea
de Infraestructura Verde (Green
Infrastructure-Enhancing Euro-
pe´s Natural Capital, Comisión
Europea, Bruselas, 6.5.2013),
está perfectamente alineada
con la Estrategia para la Con-
servación de la Biodiversidad
del municipio de Vitoria-Gas-
teiz y comparte objetivos con
otros planes municipales rela-
cionados, como los Planes de
Lucha y Adaptación al Cambio
Climático, el Plan de Movilidad
Sostenible y Espacio Público y
el Plan de Salud.
Para materializar la Estrategia
de Infraestructura Verde Urbana
de Vitoria-Gasteiz, en primer lu-
gar, se ha identificado una serie
de espacios sobre los que in-
tervenir preferentemente –Sis-
tema de Infraestructura Verde
Urbana– y, en segundo lugar,
se han definido y empezado a
ejecutar las primeras interven-
ciones para la naturalización
del “verde urbano”, aplicando
soluciones basadas en la natu-
raleza (nature based solutions),
y medidas para la conexión
funcional de estos espacios. El
siguiente paso será evaluar el
resultado y la idoneidad de las
actuaciones puestas en mar-
cha, a través de un programa
de seguimiento.

toria-Gasteiz, urban green spa-
ces are generally poor from the
naturalistic viewpoint, with high
maintenance costs (excessive
mowing and irrigation) and with
a clearly improvable environ-
mental function.
With the aim of improving the
ecological, environmental and
social functions of the green
spaces of the city, Vitoria-Gas-
teiz City Hall has approved
and put into motion its Urban
Green Infrastructure Strategy.
Based on the European Green
Infrastructure Strategy (Green
Infras truc ture-Enhancing Europe’s
Na tu ral Capital, European Com-
mission, Brussels, 2013.5.6), it is
perfectly aligned with the Stra-
tegy for the Conservation of the
Biodiversity of Vitoria-Gasteiz
and shares the same objectives
as other associated municipal
plans, such as its Plans to Stru-
ggle against and Adapt to Cli-
mate Change, the Sustainable
Mobility and Public Space Plan
and the Health Plan.
As a first step in order to mate-
rialise the Urban Green Infras-
tructure Strategy of Vitoria-Gas-
teiz, a series of spaces have
been identified for preferential
treatment –the Urban Green
Infrastructure System– and, se-
con dly, the first interventions
for the naturalisation of the
“urban green”, have been de-
fined and initiated through the
application of nature-based
solutions and measures for the
functional connection of these
spaces. The next step will be to
evaluate the result and suitabi-
lity of the actions that have alre-
ady been initiated, through an
ad hoc monitoring programme.

URBAN GREEN INFRASTRUCTURE SYSTEM
A Green Infrastructure System
has been defined based on the
premise that the natural and
seminatural spaces included
in urban green areas provide
greater benefits when these are
integrated in a system and are
managed systematically.
In the design of this system of
green spaces, we have based
ourselves on the hypotheses of
the Landscape Ecology Theory,
which supports the idea of fos-
tering the ecological system of
a region by connecting its core
spaces in a network –defined

los espacios naturales y semina-
turales, incluidas las zonas ver-
des urbanas, aportan mayores
beneficios cuando se integran y
son gestionados sistémicamen-

pacios verdes se han tomado
como referencia los postulados
de la Ecología del Paisaje, que
abogan por potenciar el entra-

a network system.

linear nature, the main func-
tion of which is to facilitate
the ecological connection be-
tween core elements and no-
des. Tree-lined avenues and
corridors associated with wa-
ter courses located between
the nodes and core elements,
that act as connectors.
⊲ Nodos: espacios verdes ubica-
dos en el interior de la ciudad
que, por tamaño y/o localiza-
ción, constituyen piezas bási-
cas estructurantes del sistema

Definido el Sistema principal,
la Estrategia de Infraestructura
Verde Urbana se está desa-
rrollando a través de diversos
proyectos de intervención en di-
ferentes espacios, fundamental-
mente en zonas núcleo y conec-
tores, pero también en parcelas
vacantes e incluso en edificios.
Las actuaciones son muy varia-
das y se plantean con diferen-
tes objetivos (en muchos casos
se trata de actuaciones mul-
tiobjetivo): transformar parcelas
vacantes en nuevos espacios
verdes, aumentar la biomasa y
el número de árboles y arbustos
en parques y jardines, potenciar
la función de hábitat del verde
existente, impulsar la agricultura
ecológica en espacios libres y
periubanos, proporcionar más
volumen de suelo a los árboles
en alineación, potenciar el ver-
de en fachadas, y cubiertas, etc.
INTERVENTION PROJECTS
Having defined the main Sys-
tem, the Urban Green Infras-
tructure Strategy is being de-
veloped through several inter-
vention projects in a number
of different spaces, basically in
core and connector areas, but
also in vacant plots and even in
buildings.
The actions are extremely va-
ried and are proposed with a
number of different objectives
(in many cases, multi-objective
actions are being considered):
to transform vacant plots into
new, green areas, increase the
biomass and number of trees
and shrubs in parks and gar-
dens, foster the habitat function
of existing green spaces, en-
courage ecological agriculture
in open and periurban spaces,
provide more soil volume for
trees planted in avenues, en-
courage planting on facades,
roofs, etc.
Algunos de los proyectos más
emblemáticos que se han eje-
cutado en el marco de la Estra-
tegia de Infraestructura Verde
Urbana son la reforma urbana
de la Avenida Gasteiz con téc-
nicas de ecodiseño y asociada
a ésta, la creación de una fa-
chada vegetal en el Palacio de
Congresos Europa, situado en
este mismo eje viario.
La Avenida Gasteiz constituye
uno de los principales conecto-
res del Sistema de Infraestructu-
ra Verde Urbana de Vitoria-Gas-
teiz. La reforma de esta calle
ha incorporado intervenciones
orientadas a aumentar la biodi-
versidad y la conectividad eco-

projects carried out within the
framework of the Urban Green
Infrastructure Strategy inclu-
de the remodelling of Aveni-
da Gasteiz using eco-design
techni ques and associated with
this, the creation of a plant fa-
cade on the Europa Conferen-
ce Centre, that stands on this
street.
Avenida Gasteiz represents
one of the main connectors of
the Urban Green Infrastructure
System of Vitoria-Gasteiz. The
remodelling of the street has
included interventions designed
to increase its biodiversity and
ecological connectivity, as well

la contaminación atmosférica y
mejorar la calidad estética del
entorno.
De forma paralela, se está co-
menzando a intervenir en los
barrios para transformar las zo-
nas verdes y espacios libres con
el objetivo de abordar y respon-
der de forma conjunta a una se-
rie de problemas relacionados
con la gestión urbana. Así, se ha
puesto en marcha la iniciativa

as improving the water mana-
gement and quality of the public
space. Basically, these interven-
tions have included the prepara-
tion of a river course that takes
clean water from the river Batán,
preventing this from entering the
sewage system, the installation
of sustainable drainage systems,
the planting of avenues of trees
along the new river course and
the pedestrianisation of streets.
The preparation of the green fa-
cade of the Europa Conference
Centre consisted of the installa-
tion of a vertical garden, using
native plants, which has contri-
buted to improving the heat and
sound insulation of the building,
reducing atmospheric contami-
nation and improving the aes-
thetic value of the surroundings.
At the same time, work is be-
ginning on an intervention in
a number of districts in order
transform green areas and open
spaces with the aim of tackling
and responding comprehensi-
vely to a series of urban mana-
gement problems. In this way,
the Urban Green Infrastructure
of Vitoria-Gasteiz, district by
district initiative was put into
motion.

Work to develop the Urban
Green Infrastructure, district
by district initiative began with
the Project to Naturalise green
areas and vacant plots in the
Lakua district. The district of
Lakua was chosen as a pilot
space in order to test a number
of different actions in order to
extrapolate (or replicate) these
in other districts and spaces in
the city, such as the new districts
of Zabalgana and Salburua, with
very similar characteristics to
those of Lakua.
At the same time, a monitoring
programme has been designed
to examine a number of aspects
relating to the biodiversity indi-
ces in the areas in which work
is underway, such as the floral
community and the communi-
ties of diurnal butterflies and
breeding birds. The idea is to
monitor this work on a periodic
basis in order to determine the
development of biodiversity, as
well as other aspects relating to
the consumption of resources,
environmental comfort, etc.
Lakua is a district with a large
surface area of green spaces
of different kinds (parks, parte-
rres, gardens inside residential
blocks, central reservations and
planted roundabouts, etc.), both
public and private, amounting to
approximately 47 ha, and repre-
senting a provision of 20.43 m2
of green area per inhabitant. In
general, they are grass-cove-
red spaces, used very little by
the public, with very little tree
and shrub coverage and high
maintenance costs. Along its
northern boundary, the district is
bordered by the river Zadorra, a
space of great ecological value
included within the Green Belt,
which is considered to be a core
element within the Urban Green
Infrastructure System.
Together with the green areas,
in Lakua there are a large num-
ber of vacant plots owned by
City Hall, earmarked for the
construction of municipal insta-
llations and currently in disuse,
occupying almost 13 ha (equi-
valent to 7% of the total surface
area of the district). With few
possibilities for development
in the short-term, these plots
have an untidy, dirty appearan-
ce, and cause a number of other
socio-urban problems such in-
security due to a lack of spatial
continuity, etc. These spaces
could be given provisional uses
until they are developed. Incor-
porating these plots into the
Green Infrastructure would pro-
vide major benefits.
In order to improve the ecolo-
gical and environmental func-
tionality both of existing green
spaces and vacant plots and to
reduce the costs currently incu-
rred in their management and
maintenance, the project propo-
ses to intervene in 50 different
spaces through naturalisation
actions of different kinds.
La Infraestructura Verde Urba-
na barrio a barrio ha comenza-
do a desarrollarse a través del
Proyecto de naturalización de
espacios verdes y parcelas va-
cantes en el barrio de Lakua.
Se ha seleccionado este barrio
como espacio piloto para en-
sayar diferentes actuaciones
a fin de poder extrapolarlas (o
replicarlas) en otros barrios y
espacios de la ciudad, como los
nuevos barrios de Zabalgana y
Salburua, de características muy
parecidas al de Lakua.
Al mismo tiempo, se ha diseña-
do un programa de seguimiento
para la monitorización de algu-
nos aspectos relacionados con
los índices de biodiversidad en
las zonas de intervención, como
la comunidad florística, la comu-
nidad de mariposas diurnas y la
de aves nidificantes. La idea es
realizar estas monitorizaciones
periódicamente para conocer
la evolución de la biodiversidad,
así como extenderlas a otros
aspectos relacionados con el
consumo de recursos, el confort
ambiental, etc.
Lakua es un barrio con una gran
superficie de zonas verdes de
distinto tipo, (parques, parterres,
jardines en interiores de manza-
na, medianas y rotondas reve-
getadas…), tanto públicas como
privadas, que suman aproxima-
damente 47 ha, lo que repre-
senta una dotación de 20,43 m2
de zona verde por habitante. En
general son espacios ences-
pedados, de poco uso público,
con escasa cobertura arbórea
y arbustiva, y elevados costes
de mantenimiento. En su límite
norte, el barrio linda con el par-
que del río Zadorra, espacio de
gran valor ecológico incluido
en el Anillo Verde, considerado
elemento núcleo dentro del Sis-
tema de Infraestructura Verde
Urbana.
Junto con las zonas verdes, en
Lakua abundan las parcelas
vacantes de propiedad munici-
pal, destinadas a equipamiento
y actualmente en desuso, que
ocupan casi 13 ha (equivalente
a un 7% de la superficie del ba-
rrio). Con escasas expectativas
de desarrollo a corto plazo, es-
tas parcelas ofrecen un aspecto
descuidado y ocasionan proble-
mas de suciedad, además de
otros problemas sociourbanísti-
cos, como inseguridad por falta
de continuidad espacial, etc. Se
trata de espacios de oportuni-
dad, en los que poder desarro-
llar usos provisionales o transi-
torios, en tanto en cuanto no se
desarrollen. La intervención en
estas parcelas para transformar-
las en piezas de la infraestructu-
ra verde reportará importantes
beneficios.
Con el objetivo de mejorar la
funcionalidad ecológica y am-
biental tanto de los espacios
verdes existentes como de las
parcelas vacantes y disminuir
los costes que actualmente aca-
rrea su gestión y mantenimien-
to, el proyecto plantea intervenir
en 50 espacios diferentes a tra-
vés de actuaciones de naturali-
zación de diverso tipo.

The project features a num-
ber of actions and general de-
sign and management criteria
applied to most of the actions
described in the following sec-
tion with the aim of favouring
biodiversity and the efficient use
of resources:
⊲ Application of low mainte-
nance gardening based on
the use of native floral spe-
cies. Ninety per cent of the
species used in the project
as a whole are native, pest
resistant and are adapted to
local weather conditions, with
low water requirements. This
means fewer irrigation requi-
rements and less use of pes-
ticides and, therefore, lower
maintenance costs than at
present. Among the species
of trees used, the most impor-
tant are beech, ash, maple,
lime, service tree, oak, gall
oak, Holm oak, yew, holly,

As this is a pilot project, to test
a broad array of solutions, the
area of activity spans the di-
fferent typologies of potential
spaces of intervention. Some of
these spaces correspond to the
connectors and main nodes of
the Green Infrastructure System,
while others act as secondary
nodes and auxiliary or comple-
mentary elements.
The two main spaces for inter-
vention are vacant plots and
green urban spaces. Within the
urban green space category, the
following typologies have been
identified:

ria, beech woods have been
planted in the most northerly
areas and gall oak and Holm
oak woods (more Mediterra-
nean in nature) in more sou-

environments, allow nature
to enter the city and improve
the ecological connectivity
between the green areas of
Lakua, the Green Belt and the

vidad ecológica de las zonas
verdes de Lakua con el Anillo
Verde y con el entorno natural.

⊲ Naturalisation of green areas.
Compared to grass-covered
areas, the herbaceous vege-
tation and bushes represen-
tative of woodland areas, as
well as the shrubs located on
their edges, are increased, fa-
cilitating the presence of fau-
na and reducing the mowing
requirements. The great va-
riety of plant species used at
every stage of the action and
the creation of plant mosaics
also contribute to the increa-
se in urban diversity. Another
example of naturalised mana-
gement included in the pro-
ject are living tree surrounds
that avoid the use of biocides.
⊲ Favour the establishment of
species of fauna. In order to
favour the presence of some
species of fauna –some of
them threatened–, in some
of the spaces included in the
intervention, the creation of
new habitats or the introduc-
tion of elements that favour
biodiversity are included.
With this aim, for example,
small ponds have been crea-
ted for amphibians, boxes
have been installed for bats
and Tawny owls, and stone
walls have been built, provi-
ding refuge for several diffe-
rent species (lizards, snails,
etc.). Moreover, as a measure
designed to improve the state
of conservation of native fau-
na, actions are being taken to
eliminate species of exotic in-
vasive fauna that compete for
the same niches.
⊲ Creation of small mounds of
topsoil. A factor that limits the
development of vegetation in
Lakua is the lack of fertile soil,
limiting the development of
the root systems of trees. It is
for this reason that in several
spaces included in the inter-
vention it has been necessary
to provide topsoil and small
mounds have been created
not only to enable the vege-
tation to put down roots but
also to enhance the landsca-
pe quality of the environment
and reduce noise.
⊲ Use of reutilised materials.
Reutilisation as a way of sa-
ving money and energy is
one of the main premises of
the project as a whole. An
example of applying this cri-
terion is the use of stones
and trunks recovered from
the plots themselves or from
the surrounding area, for the
construction of different struc-
tures to provide shelter for
birds, insects and/or reptiles,
such as stone walls or boxes.
⊲ Naturalización de las zonas
verdes. Frente a las superfi-
cies encespedadas, se incre-
menta la vegetación herbá-
cea y arbustiva propia de los
bosques, así como las orlas
arbustivas, lo que facilita la
presencia de fauna y dismi-

vegetales utilizadas en todo
el ámbito de actuación y la
creación de mosaicos vege-
tales contribuyen también al
aumento de la biodiversidad
urbana. Otro ejemplo de ges-
tión naturalizada que contem-
pla el proyecto son los alcor-
ques vivos, que evitan el uso
de biocidas.
⊲ Favorecer el asentamiento de
especies de fauna. Para favo-
recer la presencia de algunas
especies de fauna –algunas
de ellas amenazadas–, en
algunos de los espacios de
intervención se contempla la
creación de nuevos hábitats
o la introducción de elemen-
tos favorecedores de la bio-
diversidad. Con este objetivo,
por ejemplo, se han creado
pequeñas charcas para anfi-
bios, se han instalado cajas
para murciélagos y autillos,
y se han colocado gaviones,
que dan refugio a diversas
especies (lagartijas, caraco-
les, etc.). También, como me-
dida para mejorar el estado
de conservación de la fauna
autóctona, se actúa para eli-
minar especies de fauna exó-
tica invasora que compiten
por los mismos nichos.
⊲ Creación de pequeños mon-
tículos de tierra vegetal. Un
factor limitante para el de-
sarrollo de la vegetación en
Lakua es la falta de suelo fér-
til, lo que limita el desarrollo
radicular de los árboles. Ese
es el motivo por el que en va-
rios espacios de intervención
ha sido necesario aportar tie-
rra vegetal y se han creado
pequeños montículos que,
además de favorecer el arrai-
go de la vegetación, mejoran
la calidad paisajística del en-
torno y reducen el ruido.
⊲ Empleo de materiales reutili-
zados. La reutilización como
forma de ahorro económico
y energético es una premisa
del conjunto del proyecto. Un
ejemplo de aplicación de este
criterio es el empleo de pie-
dras y troncos recuperados
de las propias parcelas en las
que se actúa o de su entorno,
para la construcción de las
diferentes estructuras para al-
bergar aves, insectos y/o rep-
tiles, como gaviones y cajas.

Actions in vacant plots
The project proposes to convert
on a temporary basis 17 vacant
plots into green spaces, by
means of the following actions:
⊲ Creation of agro-forestry cul-
tiva tion plots in large-size
vacant plots with easy access
for machinery, for trials and
experimentation. For exam-
ple, osiers have been planted
in order to obtain biomass for
energy purposes and laven-
der for extracting essential
oils.
⊲ Creation of urban forests.
In the case of those plots in
which building work is not
expected in the medium to
long term, grids of large trees
have been created in the
form of urban forests. A kind
of forestry management will
be carried out in these plots,
with few mowing operations

intervene in order to favour
their own natural develop-
ment, in other words, their
spontaneous colonisation by

the intention of increasing
the ecological connectivity

Perimeter hedges will be
planted to improve the visual
integration of the plot in the
surroundings.
⊲ Creation of flower meadows.
In some plots, trials are taking
place with mixtures of seeds
of different species of flowers
in order to add colour and
attractiveness to the urban
space and favour pollination
processes.

One of the main nodes of the
Green Infrastructure of Lakua is
Antonio Machado Park, a large
green space located between
the city and the Zadorra river
park, a link in the Green Belt to
the north of the city. This park
is made up of grassy meadows
with trees distributed evenly
over its surface. It is used very
little by the public.

Machado, gran espacio ver-
de situado entre la ciudad y el

⊲ Naturalisation of Antonio Ma-
chado Park. It is proposed to
strengthen the shrub and tree
strata in some areas, increa-
sing the amount of under-
growth and modifying the way
the park is managed by redu-
cing the number of mowing
operations and irrigation. The
aim is to combine more natu-
ralised areas with the mowed
lawns of the park. This mea-
sure is accompanied by the
installation of a number of ele-
ments that favour biodiversity.
The interventions will lead to
a general improvement in the
ecological connectivity of An-
tonio Machado Park with the
Green Belt.

que de Antonio Machado con
el Anillo Verde.
Actions in linear green spaces
There are many “linear” green
spaces that help to configure
the urban framework of the dis-
trict. Some, such as the central
reservation of Portal de Foronda
and the linear park of Ibaiondo,
are the main connectors of the
Green Infrastructure, between
Lakua and the Green Belt. In
order to improve the ecologi-
cal connectivity between these
spaces, it is proposed to trans-
form these road axes into green
corridors.

configurar la trama urbana del

ze tree species are planted,
such as hornbeam and se-
quoia, which increase the car-
bon sink effect, the fixing of
contaminants and an impro-
vement in the quality of the
landscape. These measures
are accompanied by the plan-
ting of native shrubs, flower
meadows and the installation
of elements that favour biodi-
versity such as bat boxes and
stone walls for reptiles.

se actúa introduciendo más
vegetación y disminuyendo

Actions in small-size parks and small green areas
A large part of the green area of
Lakua is made up of small-size
parks and gardens, green spa-
ces associated with the nume-
rous public facilities existing in
the area (University Hospital of
Alava, education centres, ins-
titutional headquarters of the
Basque Government, and so
on) and many other transitional
spaces, in which it is possible to
intervene. Generally, these are
grass-covered areas with few
trees and shrubs, and spaces
that offer the right conditions
to improve their ecological and
landscape value, bearing in
mind the high level of usage and
visibility associated with these
places. The following actions
are proposed:

Both Lakua and the new districts
of the city are characterised
for their wide thoroughfares,
accom panied by broad central
reservations and roundabouts
which, in some cases, may ope-
rate as connectors and nodes.
The interventions proposed are
as follows:
⊲ Naturalisation of central re-
servations, based on a design
using species that require low
subsequent management. An
example of this intervention
is the central reservation of
Calle Baiona, in which woods
of maples, gall oaks and haw-
thorns have been planted in
higher areas, accompanied
by low-maintenance rose bus-
hes in lower areas.
⊲ Creation of urban forests on
roundabouts, through the
planting of native trees on
mounds of topsoil, ensuring
the continuity of naturalised
central reservations and con-
nectors.
Actuaciones en medianas y rotondas
Tanto Lakua como los nuevos ba-
rrios de la ciudad se caracterizan
por disponer de grandes viales,
acompañados de amplias media-
nas y rotondas que, en algunos
casos, pueden llegar a funcionar
como conectores y nodos. Las in-
tervenciones planteadas son:

The streets, squares and other
public thoroughfare offer the
opportunity of introducing na-
ture into the city and increasing
the quality of the public space.
Increasing the permeability of
the soil by introducing vegeta-
tion, using permeable paving,
increasing the number of trees
planted along roadways by di-
versifying species and providing
trees with more soil volume, are
some of the measures that may
be adopted. The actions propo-
sed are as follows:
