4 Patas, which means 4 paws, is an animal shelter in Ensena-

da. They are starting a campaign to try and get as many critters

adopted before they get euthanized by the local authorities. The

city office in charge of picking up strays used to euthanize them

the very same day they picked them up but 4 patas convinced

them to euthanize only on fridays so they have time to find a new

home for as many critters as they can.

valid reasons for the price in-

crease, why all the protesting

against President Pena Nieto?

Apparently, Nieto campaigned

(until late last year) that energy

costs would decline during his

presidency as a result of his

“structural reforms.” In actuality,

the price of gasoline has risen

nearly 50% (so far) since Nieto

has taken office.

And as bad as we have it here

in northern Baja California, most

of the accounts hitting news sites

report problems in the center of

the country and other harder-

hit areas. And this, apparently,

is only the start. There are ad-

ditional gasoline price increases

set for later in the year, as well as

increases taking effect on all of

our electricity, water, LPG, and

telephone bills. Unfortunately, wages have

not kept up with these giant cost

of living increases. There isn’t

a lot we can do about this, but

maybe be a little more generous

while tipping those who serve us

throughout the day. ,

Will Popotla Blvd Get A New Face Lift?One can only hope

BY DANIELLE WILLIAMSIn South Rosarito, Blvd Popotla is aptly nick-named Blvd Artesanal for the plethora of handicraft joints which line it for 4 miles starting at the big Pemex and ending at the intersection with Corredor2000.

A couple of years ago, I was really excited to see a burgeon-ing attempt at sprucing up the median strip of the boulevard.

Someone had the brilliant idea to incorporate large works of art in line with a beautiful sign heading up the long artery.A project consisting of five works was funded by CCDER (Consejo Consultivo de Desarol-lo Economico Rosarito). The idea was to promote the identity of

Rosarito by using art. Only three appreared on the boulevard: the Surfer by Jaime Carbo, the lady with the Moon (Queen Calafia) by German Rubio, and my favor-ite, the sculpture of the bicycles by Aida Valencia representing the Rosarito-Ensenada Race. The two others, a giant Whale is at the toll booth on the toll road and Mr Froggs is downtown Rosarito.

The mood seemed to catch on. Dual, a local street artist, was commissioned to produce portraits of some prominent Rosarito citizens. It was encour-aging to see new lush landscaping blending with the art. Some mer-chants joined into the spirit and obtained permits to erect a large artifact across from their store. It did not take long for the funding to dry up, however, and soon the art was disfigured by graffiti. Some were torn down while others succumbed to the elements or vandalism. Clearly the project had been abandoned.In late 2016 an announce-ment appeared in the Rosarito Towncrier, an on-line publication widely distributed to gringos, soliciting funds to “restore public art in the median strip”. As per Mr de Aguila, the project again sponsored by Rosarito Art Fest would be funded by the public. The first phase would be 3 mu-rals by local artist Belcris (see attached)As a resident of that one-mile stretch of Popotla Blvd, I sincerely wish to see this come to fruition. Yet, even with the artists do-nating their time, this seems like a hugely ambitious

project both in its creation and maintenance. In my opinion it seems a tall order to be achieved through donations which up to now total $370. Contributions can be sent through Paypal to [email protected], or though US checks. And we are only talking about the first phase on this legend-ary corridor where funk meets class,and which elsewhere I called the Melrose of Rosarito. It truly deserves the expenditure of public funds.

So, if there are (apparently) valid reasons for the price in-crease, why all the protesting against President Pena Nieto? Apparently, Nieto campaigned (until late last year) thatSymbolically, at the end of the south west corner, the skeleton of Al Capone’ former abode beck-ons as another project crying for resurrection. ,

Just exactly what is the “big border tax” president elect Trump has announced? More importantly, how could it af-fect you?

There are many possibilities being shuffled around. A likely scenario may involve a flat 20%

corporate income tax with benefits for activities within the US and ‘punishments’ for those carried outside. In essence, the plan will likely deny deductions for expenses on items imported to the United States. Imported widgets will pay income tax on

the full cost, as opposed just on the profit. US produced items would be mostly or completely free of income tax to sellers.

This is heavy-duty stuff. For one, that would lead to an immediate increase in the cost of all imports. Just where do Wal-Mart and Best Buy get many items? It goes, however, well beyond the immediately obvious price increase of im-ports. Denial of deductions for activities abroad—designed to bring back to the US all possible activities, will also likely lead to lost deductions for wages and consulting fees US businesses abroad. Folks that work abroad may find their US employer losing deductions, making those jobs expensive and unattractive.

Border tax proponents say that the increase in the cost of imported items will be more than offset by the economics, which will invariably lead to a stronger dollar. Some estimates say that under this scenario, the value of a dollar may go up by as much as 25%. Before you crack open another cerveza, figuring how many more pesos you may soon get, think again.

The current upshot in gaso-line prices was due in part to the fact that Mexico purchases most of its gasoline abroad. In fact, the US is the single largest importer of gasoline to Mexico, and gas is paid in dol-lars. Think how much more expensive gasoline will be with a dollar that is 25% stron-ger. Increases in energy costs cascade down to just about anything consumed, so prepare for immediately higher local prices, perhaps even runaway inflation. “Dollar gains” may disappear in the midst of local price hikes.

Bringing jobs back in to the US may be a noteworthy goal but comes with steep price tags. US exports will become more expensive due to a stronger dollar, and some will look for alternates (Japanese semicon-ductors of the 80’s come to mind). Lastly, other countries could consider retaliation if the tax plan smells like a subsidy for domestic US industries.

Coldwell informed Congress that Mexico hasn’t kept pace with “storage and distribution infrastructure” for the last 13 years. Pemex, to keep prices reasonable, didn’t consider all of the costs of gasoline produc-tion, storage, and transportation, when determining their price to consumer. The pipelines don’t have the needed capacity to more gasoline fast enough, and there are not enough storage tanks
