FIFA Futsal World Cup Colombia 2016 – Media GuideWelcome to the FIFA Futsal World Cup Colombia 2016

From 10 September to 1 October 2016, Colombia will host the eighth edition of this exciting competition which began in the Netherlands in 1989. This year marks the second time South America has played host to the tournament, with Brazil staging the 2008 edition.

Colombia finished fourth in Thailand in 2012 and their historic campaign created a futsal buzz back home. That helped spark wider interest in the sport that had already taken a first step towards professionalisation with the founding of the Liga Argos Futsal.

The league is still going strong ten editions later and now contains 20 sides from across the country. Without fail, thousands of spectators attend games every match-day, offering further proof that futsal continues to enjoy growing popularity.

From a development and participation perspective, futsal is still in its infancy globally, yet it has a growing impact on the football family both as a game in its own right, and as a development tool for football players. In both instances, it also acts as a vehicle for maintaining football participation for both male and female players into later life.

We would like to take this opportunity to thank you, the media, for promoting the sport and being part of its development. Through your ability to transmit the excitement of the Futsal World Cup to readers back home and offer illuminating insights, you provide an essential service to all followers of the game. FIFA Futsal World CupColombia opens its arms to the FIFA Futsal World Cup

On behalf of the Local Organising Committee, we welcome you to Colombia, a nation full of dreams, and of people who are committed, hard-working, hospitable and warm-hearted.

Cali, Medellín and Bucaramanga, three iconic cities representing our nation, will be the ones opening their arms to the 600-plus representatives of the 24 participating teams who will compete in the FIFA Futsal World Cup Colombia 2016 over a period of 21 days.

For the second time in five years, our country will have the great honour of organising a FIFA competition. In 2011, we broke the record for attendance at a U-20 World Cup with 1.309.929 spectators; this time we will take on the challenge of writing our name in the history of futsal. The local governments of the three host cities have fully committed to this project from beginning to end. They are putting every effort into providing immense hospitality for the eighth edition of this historical tournament in which the greatest futsal stars will brighten our days with their spectacular talent and magical performances.

The challenge is certainly a big one, but we are very well prepared and we have everything organised so that our distinguished visitors can feel at home and so that we can show them our rich and diverse culture.

Colombian economy is mainly based in the production of primary commodities for export and in the production of consumer goods for the local market. One of the most traditional economic activities is the coffee growing, one of the world’s largest exporters of this product.

MEDELLINMedellin was founded by Jerónimo Luis Tejelo, Lieutenant of Conquistador Jorge Robledo, who in August 24th 1541 discovered the valley where the Antioquia capital is settled today.

MEDIA SERVICES

Stadium Media Centres (SMC): The three halls hosting matches during the competition will each feature a Media Center (SMC) with the facilities media need to conduct their work. The SMC will provide accredited media with access to working areas, courtesy internet access, official competition documentation, and other services and facilities as well. FIFA Media Officers and volunteers, will be on site and available to assist accredited media at each of the SMC. (media.fifa.com)

FIFA Media Channel: Media representatives will find all the practical information they need - including updated contact information, schedules of team training sessions, press conferences and more. This will be the primary resource of news and information so we strongly encourage all media to visit the site on a daily basis.

Press Conference: Post-match media conferences with coaches from both teams will be held, beginning approximately 10 to 15 minutes following the conclusion of a match.

Mixed Zone: After each match, the players and coaches of both teams will pass through the Mixed Zone on their way out from the dressing rooms to the team buses, giving the opportunity to interact on a one to one basis with the teams. The Mixed Zone is divided into separate areas each for journalists and broadcasters. Due to space restrictions, as a general rule, photographers are not allowed into the Mixed Zone.

Photographers: The photographers will receive a photo bib in any SMC after they have received their accreditation. They must wear their bib once they enter the coliseums.

PHOTOGRAPHERS’ GUIDELINES

Each photographer accredited for the FIFA Futsal World Cup Colombia 2016 will be issued with a PHO accreditation badge and an orange photographer’s bib, both of which are valid for the entire tournament. The bib must be worn, visibly, at all times (even for training sessions at any site).

1. Photographers may only work in the zones reserved for them (and not in the zones reserved for television cameras), unless expressly permitted to do so by officials.

2. In all halls, for some matches, photographers may also work on the far touch line facing the main TV camera.

3. Photographers will not be allowed to work from the touch line on the side of the team benches, apart from the FIFA photographers (wearing red bibs).

4. Photographers may never work in front of the advertising boards and must not obstruct these boards in any way at any time.

5. Photographers must allow players sufficient room to take corner kicks, as directed by the referee or other FIFA officials.

6. Photographers may move to the other end of the pitch for penalty shoot-outs, as instructed by officials.

7. Flash photography during the game is not permitted. Monopods are permitted, but not tripods.

8. Photographers may set up remote-controlled cameras in a designated area between the goal net and the advertising boards, but in such a way as not to interfere with either. Tripods may not exceed the height of 25cm. The final decision on the placement of any remote-control cameras shall lie with the referee. Remote-controlled cameras may not be serviced during the match, but only at half-time.

9. Approximately 15 minutes before each match and as instructed by officials, pitch photographers may come to the centre of the touch line where the teams will line up for the national anthems and team photos. The teams and referees will stand at a distance of approximately six metres from the touch line. After the national

anthems, the teams will shake hands and pose for team group pictures at the same distance. This is followed by the coin toss.

10. Immediately after the coin toss, photographers shall disperse to their respective working positions and may not stop to take pictures of the team officials or players on the benches.

11. At the end of each half, photographers shall remain behind their respective goal line until all players have left the pitch.

12. A certain number of seats have been allocated for photographers at pitch level and in the media tribune at each match. Photographers shall remain seated in their seats once the match has begun.

13. Accredited photographers are only permitted to work with still cameras. There will be no exception. Failure to respect these guidelines shall be regarded as a violation of the FIFA Futsal World Cup Colombia 2016 Terms & Conditions signed by each accredited media representative and may lead to sanctions. 14. At no time – whether before, during or after any match – may photographers enter the pitch for any reason. Neither may they enter the dressing rooms at any time, even if invited to do so by players or team officials. Failure to respect this rule may lead to withdrawal of the photographer’s accreditation for the remainder of the competition. 15. If a photographer’s bib is lost or stolen, it will only be replaced upon production of a police report and payment of $150.000 Colombian pesos (approx. 50 USD).

GUIDELINES FOR NON-RIGHTSHOLDERS

In order to protect the Media Rights Licensees’ exclusive rights during the FIFA Futsal World Cup Colombia 2016, as well as to provide appropriate access for non-rights holders (”NRHs”), FIFA has, in good faith, established the following guidelines that accredited NRHs must follow at all times during the tournament. Any failure to comply with these guidelines may result in the revocation of your accreditation.

• On match days, NRHs are permitted to bring equipment to stadiums for the sole purpose of conducting post-match interviews in the mixed zone and at the press conference, if space allows. NRHs are strictly forbidden from recording any images or sound from the matches themselves. To ensure the integrity of our Media Rights Licensees’ exclusive rights, NRHs cannot bring any equipment into the media tribune, the stadium pitch area or any other area from which the matches could be filmed. NRHs have to leave the equipment outside of these areas during the matches. Whenever possible such equipment could be stored by the Local Organizing Committee (LOC) staff at the Media Centre Helpdesk and may be collected after the final whistle. Please however note that neither the LOC nor FIFA will take any responsibility for any left- luggage or NRH equipment.

• Before the competition, each accredited non-rights holder organisation shall be obliged to inform FIFA of the list of all camera recording equipment wished to be used during the FIFA Futsal World Cup Colombia 2016. Each accredited non-rights holder organisation will receive a special camera sticker valid for the duration of the tournament which needs to be applied to the approved camera equipment submitted. Only pieces of equipment bearing the appropriate sticker will be admitted for use by non-rights holders at the times and in the locations indicated in this document. Such camera sticker must be collected from the FIFA Media Office the day before the first match attended.

• Access to the mixed zone and the press conference room after the match is granted subject to space availability. Media Rights Licensees (TV, radio and internet) have priority over any NRHs.

• Use of footage recorded can only be used for customary news access transmissions purposes within forty-eight (48) hours after the relevant training session, press conference or mixed zone activity. No live reporting within the accredited perimeter is allowed.

• During the match, NRHs may be seated in the media tribune without their equipment, if space allows. Information on media tribune ticket requests will be published on the Media Channel.

• Access to the stadiums on non-match days is permitted with equipment, provided that the necessary personnel are available to ensure access and provided that all security requirements are met.

• Access to official training grounds outside the stadiums is permitted, provided that such access has been agreed with the national team concerned.• Access to training in the stadiums is permitted under the same conditions as described above.

• NRHs are allowed access to the press conferences held by FIFA in locations other than the stadiums or by the teams outside of the stadiums.

• Please remember that non-accredited television or radio stations do not have any rights during the FIFA Futsal World Cup Colombia 2016, and as such, we appreciate your understanding on these issues.

• NRHs shall submit their accreditation request via the Media Channel and within the accreditation window as communicated by FIFA. FIFA does not guarantee that an accreditation request submitted after the FIFA deadline will be processed.

• The following quotas apply to NRH accreditation requests: maximum of three accreditations per TV NRH (one (1) accreditation for the cameraman, one (1) accreditation for the reporter and one (1) accreditation for the audio assistant); maximum of one (1) accreditation for a radio NRH.

• FIFA reserves the right to stipulate the number of such Non-Rights-Holder accreditations to be issued for the event and also to select such persons or organisations.

INTERNET GUIDELINES FOR THE FIFA FUTSAL WORLD CUPCOLOMBIA 2016

For many years, the internet has been a major medium of communication and an important method of promotion. The use of the internet to promote and communicate sport in particular is of great significance, with internet sites and services becoming an integrated and important part of the international media landscape.

FIFA welcomes the Internet as a global platform for extending coverage of the FIFA Futsal World Cup Colombia 2016. However, it is important that media companies understand the implications of the contractual arrangements that are in place with others in respect of the broadcast and promotion of the competition.

FIFA appreciates that media organisations use the Internet and will be feeding their own web sites with FIFA Futsal World Cup Colombia 2016 content for the online audience, to serve fans during the upcoming competition. However, FIFA has an obligation to ensure that any use of the Internet to cover the competition is handled in the best interests of the sport of football as a whole, respecting the rights of those Media Rights Licensees who have acquired the relevant rights.

To this end, FIFA will not allow any use of the Internet during the competition to infringe upon television, radio, broadband or mobile coverage of the Event. Such rights have been granted exclusively to FIFA’s Media Rights Licensees. The set of guidelines below illustrates how the press and other non-rights holding media organisations can use the Internet, while respecting the rights of others.

Written coverageNothing in these guidelines is intended to restrict media organisations from using their own web sites to disseminate written coverage. For example, there is no impediment to articles being posted in the same way as these would appear in a newspaper.

PhotographyLikewise, media organisations may feature still pictures (photo images) on their web sites in a purely editorial and non-commercial manner, provided such images are not reproduced in such a manner as to engineer the illusion of movement - or to have the same effect as moving images - from matches of the competition.

No video / no audioFIFA’s Media Rights Licensees have exclusive rights to the broadcast of moving images (video) and audio coverage within their own countries, territories or regions.

In order not to interfere with the exclusive rights owned by FIFA’s Media Rights Licensees, press and non-rights holding media organisations may not broadcast video images or play-byplay audio coverage of the FIFA Futsal World Cup Colombia 2016. This includes, but is not limited to, web cams or sequences of still photographs.

Specifically, this means no sound or moving images of the FIFA Futsal World Cup Colombia 2016, including match action, interviews with players in the mixed zones and flash interviews, Opening, Closing and trophy ceremonies or other activities which occur within the accredited zones of all stadiums on match days may be streamed or exhibited on-line, whether on a live or delayed basis. Official MarksPress and non-rights holding media organisations may only use the Official Emblem of the FIFA Futsal World Cup Colombia 2016 in a purely editorial and non-commercial manner associated with their coverage of the event. SOCIAL RESPONSIBILITY PROJECTS

FIFA has made its mission to promote and structure the sport of futsal worldwide, not only for the purpose of increasing its popularity but because of the potential to develop and sustain social responsibility projects particularly related to futsal where children can be reached and benefited.

The FIFA Futsal World Cup 2016 in Colombia is the perfect opportunity to help accomplishing this mission. In this sense, a very special joint strategy has been developed, including seminars, school classes and festivals. The very first Grassroots Futsal seminar ever was held in Colombia and 30 teachers/coaches from the three Host Cities have received specific training in how to develop, promote, train and stimulate child participation in futsal during crucial ages. The seminar has left a legacy of knowledge that encourages local teachers to contribute in the development of children.

Generating opportunities for participating in futsal games is also part of the strategy, which also promotes collaborative work between schools and local leagues, towards building a better environment for children to grow healthy and enjoy. School programme activities will be held at public schools in each Host City through the teachers/coaches who attended the seminar. Festivals will be held during August and September to finalise and strengthen the whole strategy. It has been estimated that around 1,000 children in Cali, Bucaramanga and Medellin have benefited from this specific social project.

This social linked strategy that has brought together the efforts of FIFA staff, LOC members, and local sports and education authorities, will surely add to the success of the FIFA Futsal World Cup.
