  AS OF MARCH, 2011 NATIONAL CAPITAL REGION ANCOP NICASIA VILLAGE DOÑA NICASIA VILLAGE, COMMONWEALTH, QUEZON CITY Quezon City is the largest of Metro Manila's cities in population and land area. At 160 square kilometers, it is an urban landscape spread over one-fourth of the Philippines' Metro Manila area. The Quezon Memorial Circle in Diliman, located at the center of southern Quezon City, is where many government offices are located, including the City Hall. Diliman is also home to the main campus of the University of the Philippines. Far Eastern University's Institute of Technology (now FEU-FERN College), a 15-hectare campus is located on the central portion of Diliman Its expansive lands, reasonably priced real estate, strategic location and large consumer market are immediate plus factors for businesses. Its large consumer markets and manpower pools have attracted close to 57,000 business establishments to locate in Quezon City. Finding the city a cost- effective location is business process outsourcing (BPOs) companies, who find real estate values very competitive and areas available for business v ery expansive. Among the ICT companies that have chosen to expand in Quezon City are IBM, eTelecare, Convergys, SITEL and Sykes Asia. Most people in Quezon City and nearby cities visit La Mesa Eco Park. La Mesa Eco Park is located within La Mesa Water Shed which has an area of 2,700 hectares where you can enjoy fishing, swimming, boating and having picnic with your family with a good ambience coming from the trees covering the park. Another site to visit is the Quezon Memorial Circle built in memory of President Manuel L. Quezon, the first president of the Philippines. Like the L a Mesa Eco Park, it also has a good place to enjoy with y our family where you can enjoy biking, picnic and other recreational activities. Quezon City is currently being developed to accommodate business establishments offering call center jobs. To its people, working o n a construction is o ne way of ea rning for their families. A very good example is the Nicasia Village where most of its residence working as construction workers, masons, carpenters, welders, electricians, plumbers, painters and laborers. SITE DESCRIPTIONNicasia village is right beside the

boundary of La Mesa Water Shed, where the people in MetroManila get their source of drinkingwater. Located on the westernside are the House of Representatives, wherelawmakers create law for thegreater majority.

Most of the families residing in Nicasia Village earn their livingas construction workers, masons, carpenters, welders, electricians,plumbers, painters and laborers. Due to high cost of living evenmothers goes to work to help their husbands. Since working in a

construction firm is not enough most housewives take their parts inearning for their families. One of the bitter realities is that mostteenagers here could not pursue their schooling after they graduate

from high school. One of thereasons is that their parentscould not afford to send themto college to attain a bachelor’s degree course. The other factor is that they need to work in order to help their families.

Residents of Nicasia Village came from a squatter areain Brgy. Culiat, Quezon City. Most of the houses are built onscrap woods, used tarpaulins and other light materials which caneasily get burned. After nearly two decades of residency, theowner, Mr. Regala decided to take back the land from them for 

business purpose. It is therefore good news for the people of Nicasia Village to know that ANCOP will help them the ANCOP way in raising this community with love,peace, kindness and dignity with hopes that having low income doesn’t equate to being homeless at all.

The ANCOP Nicasia Village is one secure place to live for each member of our community. Thebeneficiaries here can now sleep well because they have better houses unlike what they had built before.They could feel safe and secure.

PARTNERSHIP

Currently we conduct tutorial for our kids from 6 years old to 12 years old (elementary) trough theeffort of CFC UP Chapter headed by Unit Head Bro. Bojie Diola. Last year (2010) we conduct feedingprogram – vitamins fortified for children in our community & nearby neighborhood in partnership withRotary Club of Mega Edsa through Tita Dahl (President) & Bro. Rhedgy Hollero (President Elect).Cooperatives are now planning to start operation with the assistance of Sister Thess & Bro. RhedgyHollero, seminar in bag making from water lily will be conducted in the near future.

 Bahay Tao & Buhay Group Inc. an LGU compose majority of CFC members, they assist us in

processing our loan with Social Housing Finance Corporation & serve as our Originator. Our currentstatus with SHFC is for board approval after which we will be in the take out stage & finally start payingour amortization. Our special thanks to the owner of lot Ms. Lourdes Zara Velasco for extending her 

patient in waiting for the loan proceed that took us almost 4 years & yet still in the process.We welcome everyone who is willing to take a part in building our community in Nicasia Village.We will consider this as an opportunity to build bright futures for every child and to give each family newhopes and chance to improve their lives.

INSPIRING STORY “The road to Nicasia Village”

Some roads are plain and straight.

The families living in Nicasia Village came from a squatter area in Brgy. Culiat, Quezon City. They reside in the land of Mr.Jesus Regala. After two decades of using Mr. Regala’s lot as adwelling place, the families decided to vacate the lot. One of thereasons primarily is that Mr. Regala is willing to help the families to

find relocation and provide financial assistance for every family. Before the requested date of evacuationcame, the officers of the association approached various government agencies related to housing andland resettlement to find site as relocation. They approached the Office of the President, Office of theVice President, National Housing Authority, Urban Poor Affair Office, the Mayor of Quezon City and evenone of the City Councilor to at least find help in availing certain relocation program for the 45 families thatare affected. They received nothing but referrals, requirements and promises. Though the road seems toget rough, the Associations trough the effort of officers & members still stand on its feet. They continue to

find relocation for the 45 families; they travel to the far eastern side of Montalban Rizal, BagumbongCaloocan City, San Bartolome and in Bag-bag located in Novaliches, Quezon City. Due to limited budgetthe officers & members share expenses to fund their relocation projects for the logistic and other expenses since financial assistance promised by Mr. Regala will be provided only when the lot is clear.

In October 2006, one month before the day of agreed evacuation, the families must leave the lot.Otherwise all the benefits Mr. Regala promised will be forfeited and might lead to a violent demolition.The benefits includes financial assistant to every beneficiary, expenses use to transfer personalproperties from Brgy. Culiat to a new relocation area and other expenses related to the relocation of members.

The deadline gets nearer and still the families did not have any relocation site. Until they metBrother Louie Gonzales, a member of Couples for Christ and a Cluster head in Novaliches Chapter,Quezon City, a CPA and a license broker (land). Brother Louie helped them find a relocation area inPasong Tamo, the transaction came fast and they found a solution for their problem. The dialogue came

next between the land owner, Mr. David Puzon, UPAO and the Association. They visited the site and theentire members have the same consensus of choosing the land as relocation. The day before theagreement of memorandum signing came; a message was received that someone from the governmentpanel was canceling the transaction. They went home with heavy hearts. It was hard for the officers of the associations to accept the fact that this project had been cancelled with a question of why somebodywould try obstructing it. The officers still supported the logistics of mobilization and recall all the hardshipthey did to finalize this project like walking few kilometers under the sun because they were out of funds.

One week before the deadlines, the officers decided to work aggressively because they knew that this istheir last chance. They went to Doña Nicasia with some of officers and some members. They met Ms. Lourdes ZaraVelasco. They complied with every document necessary for the transactions to materialize, they even meet as often

As necessary. They had secured every legal document just to make sure that there will be no more problemafterward.  Finally the Association and Ms. Lourdes Velasco agreed & signed the Memorandum of Agreement,

witnessed by Hon. Mayor Felicaiano Belmonte and Hon. Councilor  Winnie Castelo. Thank God for her kindness after all, the benefits that the owner promised were not set aside & it did not result to violentdemolition. 

The next thing which happened was history. The 45 families moved to Doña Nicasia but theproblem is always there, while they were moving, the barangay chairman was ordering for the stop of mobilization for some reason. The officers called the secretary of Mayor Taddy Palma of Quezon Cityand he subsequently ordered the barangay officials to assist the45 families in continuance of building their relocation.

The road to Doña Nicasia seems to be rough and has alot of obstacle, but with the determination of its leaders to stand asone and to continue their goal of securing its member with a better relocation were all done for a price of their dream.
