I have the pleasure once again to present Proyecto Hombre Annual Report that reflects the work being done by nearly 1000 professionals and 2,400 volun-teers who, alongside the families that offer their solidarity, time and effort in twenty six Associated Centers, give assistance to 16,000 people in rehabi-litation processes and nearly 60,000 in prevention.
By offering our results we present our successes but also our failures, with an impaired wish to continue working in favour of maintaining the hope of many people wanting to withdraw from the dark world of drugs. Behind every word and every number appea-ring here there is the pain and joy of all the people that have started their rehabilitation process. It is not easy to convey in this report how it feels when you have the chance to look into their eyes and hear phrases like “I am born again,” “my son was lost but now we have got him back” or “now I see that life is worth living.”
This is Proyecto Hombre’s daily reality that drives us every day to continue with this work, a task that gi-ves meaning to all of us involved in this effort which strengthens us in times of weakness; in short, it is the endeavour that helps us rediscover why we are where we are, when we are about to throw in the towel because of the small everyday things and the internal or external difficulties.
7
We at Proyecto Hombre are sure of one principle: what matters is the person. Thus, we deal with pro-blems of drug addiction based on this belief. For us, drug use has not only a biological and health dimen-sion, for its roots and consequences come from and affect different areas of human life. We know that the main consequences are to be found in the social sphere: problems derived from people’s background or education, socialization and integration, familial coexistence, accidents, violence, etc. We therefore believe that the problem should be treated on a so-cio-sanitary level with a biopsychosocial methodo-logy that, with no exclusion of other therapeutic approaches, may give a comprehensive and integral response within a special atmosphere of uncondi-tional acceptance, clarity and respect.
2012 has been a hard year, with our Centers being affected by the economic difficulties we are expe-riencing. However, we shall continue as far as we can, to keep our doors open to all those in need of our help. We will also go on fostering research studies and reports that help us know where we are and allow us to improve our work.
We wish to thank all the peoples and institutions, both public and private, that make it possible for this dream to come true every day.

New.political.nominationsWithin the framework of our institutional relations-hips, in 2012 our work has been marked by our mee-ting with new appointees in the National Plan on Drugs and other institutions. Thus, representatives of our Association met on various occasions with the Government Delegate, Mr. Francisco de Asís Babín Vich, a physician epidemiologist, previously Direc-tor General of the Institute for Addictions in Madrid, where he favoured the biopsychosocial model in in-tervention of addictions, something he has preser-ved in his new role.
Moreover, interviews were held with the new Chair-man of the Joint Commission for the Study of Drug Problems, Mr. Gaspar Llamazares, who is also in favour of a biopsychosocial approach in interven-tion of addictions. It is worth noting the speech made by our Chairman, Mr. Luís M. Flórez, in the Joint Commission for the Study of Drug Problems, represented both in Congress and Senate, with a clear stance regarding Proyecto Hombre’s model of intervention which many of the participants were in tune with.

In Penitentiary Institutions we held an interview with Mr. Angel Yuste, new Secretary-General, in which was presented the assessment study on prison inmate programmes and patients in extra penitentiary com-pliance.
Particularly relevant this year has been the signing of a cooperation agreement with Penitentiary Ins-titutions, which recognizes the work of Proyecto Hombre in this area. Likewise, we continue to par-ticipate in the Prison Social Council, born in 2009 to facilitate the coordination and communication between NGOs and prison administration, and to promote the participation and collaboration of the Third Sector in the development of prison policies in social reintegration.
Changes.in.Proyecto.Hombre.Assembly2012 has been a year of changes in the Assembly with Mercedes Rodriguez, David García de la Cal, Asunción Santos and Consagración Jareño replacing José Luís Sancho, Pedro Gil, Jesús Hernández and Ana Robles, to whom the Assembly wishes to thank for their work and commitment while at Proyecto Hombre.

Among the issues the Assembly has dealt with, this year it is worth highlighting the implementation of programmes related to the penitentiary sphere, with the presentation of the study “Assessment of rehabi-litation programmes of Proyecto Hombre Association with prison inmates and patients in extrapenitentiary compliance”. We also wish to emphasize that there have been other work experiences at the Centers, such as the “Urban Therapeutic Community Programme: a model of intra-penitentiary acceptance and a program-me of motivational interviewing in prison.”
During the Assembly sessions we devoted time for reflecting on issues such as Proyecto Hombre’s free programmes or tackling the crisis, having a brains-torm session regarding the different situations oc-curring in the Centers, with the presentation of a document in regard to our position in the face of the crisis: “Social problems are communal. Common res-ponsibility with exclusion.”
A complement to the Assembly sessions was the spokespersons’ training carried out successfully in No-vember within the activities of corporate social respon-sibility offered by OSTOSOLA Agency on the occasion of the Activa RSE Award granted to Proyecto Hombre As-sociation, which consisted in an Online awareness and training campaign for teachers and mediators.

It is worth noting in this meeting the huge interest, the desire for learning, the discipline and energy of the participants from Asia, where the movement of Therapeutic Communities emerges strongly, led by the hand of the US organization Daytop and financed by the US State Secretariat. The Asian organizations appreciated enormously the gesture of the parti-cipants’ traveling to Bali to teach them the way we operate in Europe and America, as their continent is short of reference points in this field.
Proyecto Hombre Association gave a lecture entitled “Volunteering: part of the success”. It was the se-cond workshop with more attendees in the meeting and raised many questions among the participants.
Of all the meetings held it is worth highlighting the conference given by the Board of WFTC on para-mount issues:
§ How to make 2010 Genoa’s Consensual Decla-ration operative.
§ The creation of a Committee to devise the steps to be taken for the WFTC to respond to present needs: more pressure on the part of United Nations lobby, to spread the model through new Information and Communication technologies, and to ensure a balance between the essence of the model of Therapeutic Com-munities and the necessary adaptations and peculiarities.

RIODBetween the 16th and 20th April 2012, RIOD held the XIV Ibero-American Seminar on Drugs and Coo-peration in Santiago de Chile under the title “Drugs in severely excluded populations”, being atten-ded by Antonio J. Molina, Director of the Training School, on behalf of the Association.
In this seminar, Proyecto Hombre Association participated actively by presenting a study on “Treatment alternatives in Prison Centers: As-sessment of rehabilitation programmes carried out by Proyecto Hombre Association with prison inmates and patients in extra penitentiary com-pliance”, carried out by the National Assessment Commission in 2011. This presentation was made at a roundtable on “Population deprived of freedom and drug use: Intervention strategies”, shared with colleagues from “Tierra de Esperanza” Association of Chile and Father Gabriel Mejía, from Hogares Cla-ret Foundation (Colombia).
The Assembly included the presentation of docu-ments related to “RIOD’S Code of Ethics” and “RIOD’s 2012 Quality Criteria” which were prepared with new technologies and approved by virtual voting. As a summary of the seminar, our Association’s represen-tative participated in the roundtable that devised the “2012 Declaration of Santiago de Chile”. In addition, this experience also allowed us to visit one of the therapeutic communities of Áncora Foundation on the outskirts of Santiago.
19
Throughout the Seminar there were encounters and work meetings with NGO’s and foundations, both La-tin-American and Spanish, with different purposes: to create joint projects; to develop interchange and training processes, all of which meant the strengthe-ning of ties and contacts.
Proyecto Hombre Association participates in these forums that strengthen networks and produce links among institutions, which allows to improve our ser-vice to people having problems with drug use and addictions. Moreover, diversity contributes to the respecting of cultural and social differences, with the mission of improving the quality of life and treatment of all who need it, no matter where they come from, offering each person the best possible assistance.

Traditionally there have been two types of training activities:
§ Training in addiction treatment: Focused pri-marily on two specific activities, such as the Basic Training Course for Therapists (that is, the fundamental training activity of Proyec-to Hombre from the beginning of its Training School) and the Training Course for Teachers and Monitors.
§ Continuous training of professionals: Courses on Drug Prevention at the Workplace, Courses on Prevention Programmes (Universal, Selec-tive and Indicated), First Forum for professio-nals working in therapeutic community, Course on Bioethics, and courses on research methods and techniques.
Besides these activities which were more targeted towards the internal staff of Proyecto Hombre, there are the Annual Conferences (financed by the Natio-nal Plan on Drugs) as educational events carried out outside the Association. In 2012 the XIV Conferen-ce was focused on “Youth and Alcohol: focusing on a reality.”

Since 2009 the Training Center has had its own E-Learning platform (www.formacionph.es) where it has developed various training programmes in order to improve visibility, dissemination and innovation of the activities and training proposals, both on-site and on-line. Within this platform there is the trainers cour-se “Welcome Manual” for volunteers, technicians and initial trainees of Proyecto Hombre. During the year 2012, the www.formacionph.es learning platform has added two free access courses for anyone interested:
§ “Family School Network”: Proyecto Hom-bre uses the expertise of its on-site Family Schools addressed to parents of teenagers in order to create the Family School Network (www.escueladefamiliasph.org). This tool is available to all parents of teenagers and an-yone interested, for it is not only aimed at fa-milies at risk, but at anyone showing general curiosity to know and understand substance use among our teenagers today.
§ “Welcome Manual”: Initial training course for professionals, volunteers and anyone interested in knowing the beginnings, methodology and performance procedures of Proyecto Hombre.
Besides, on www.formacionph.es can be found Uni-versal, Selective and Family Prevention courses, both announced by Proyecto Hombre centers and externally, in collaboration with other organiza-tions and institutions (Fundación SM, Obra Social La Caixa, National Plan on Drugs, Societé Generale du Banque…).

One of the general goals of the Training Center is for training activities to be open to the outsi-de, to all those showing interest in learning about issues related to the treatment of drug use and other addictions. The Association is committed to respond to all requests for information on the role Proyecto Hombre has as regards Treatment, Reha-bilitation and Prevention of Drug Addiction both nationally and internationally (mainly Europe and Latin America).
As for this objective, we must mention especially the implementation in 2012 of a collaboration agree-ment with Fundación Convivir of Argentina, aimed at an on-line training course for their technicians and partners. Thus, forty three professionals have par-ticipated in a coordinated activity between the two institutions.
These activities are part of a strategy of Knowledge Management and Opening-up to the outside, focu-sed on disclosing the fact that Proyecto Hombre As-sociation is based on Innovation, Dissemination and Technical Development of materials and activities that carry “Proyecto Hombre hallmark” and which take into consideration the knowledge accumulated after twenty five years of experience while adapting their methodology to present day Information and Training procedures.

This work is implemented through the Commis-sions, in which a group of highly qualified Pro-yecto Hombre professionals work in developing proposals for improvement and assessment, or in carrying out early projects being at “laboratory” stage, so that once the result has been verified, they become working proposals for the whole group.
The Training Commission has carried out an as-sessment study of the internal courses given by the Training Center of the Association. In conclu-sion, there have been proposals for change and adaptation to new realities and profiles, both of Proyecto Hombre professionals and users whose care and treatment require our search for quality activities.

The Prevention Commission has worked on content development included in TOI Project, funded by the European Union which consists in creating an on-line training course in drug prevention, in cooperation with social organizations linked to Greece, Italy, Po-land, United Kingdom and Portugal.
The Workplace Prevention Commission has devi-sed a classroom training course addressed to se-nior managers of companies, focused on increasing their awareness and enabling them to tackle with problems raised at the workplace as a result of dependences and substance use generating drug addiction.
The R & D Commission has continued to pursue the project that was started in 2011, aimed at facilitating the management of information con-tained in the common PHNemos database. This platform receives, safeguards and protects the therapeutic information of people in treatment, from which we are laying the foundations for the next Proyecto Hombre Observatory Report on the profile of drug addicts that have been treated in our PH Centers.
The Assessment Commission, in coordination with the R & D Commission, in 2012 has examined the re-sulting data provided by PHNemos and has devised the characteristics to be contained in the above men-tioned Observatory Report.
Finally, the Volunteer Commission has worked in 2012 in the preparation and development of the X Volunteer Autumn School, on which there is extensi-ve information in the “Volunteering” section included in these pages.

X.AUTUMN.SCHOOL:.X.ANNIVERSARYFor ten years now, Proyecto Hombre Association has been organizing the Autumn School which was crea-ted to become both a coexistence and meeting place as well as a training center for our volunteers.
On this occasion, the event had a special nuance as it was the celebration of its X Anniversary. The As-sociation wanted to commemorate those ten years in a special way so as to acknowledge and thank the work of volunteers who contributed to the fulfilment of Proyecto Hombre’s purposes.
The X Autumn School was held from 26 to 28 October at the Sagrados Corazones residence in San Lorenzo de El Escorial.
One hundred volunteers from Proyecto Hombre Centers attended the meeting, which this time also included volunteers from other European cities, partner enterprises and former members of Proyecto Hombre’s Volunteer Commission.
During the first day, attendees participated in va-rious educational and ludic workshops given by ex-perts both internal and external to the organization. It is worth highlighting the very positive result of all of them while pointing out especially how much their attending of the meeting has benefited the carrying out of their volunteer work.
The second session was dedicated to celebrating the Autumn School’s anniversary, focused funda-mentally on “Volunteering in times of crisis”, its programme consisting of several conferences, a round table, as well as a recognition ceremony and a concert.
During his opening lecture, Luis Manuel Flórez, pre-sident of Proyecto Hombre Association, praised the work of all the volunteers “who are indispensable when it comes to give a smile to whom much has cried”. Afterwards, some professionals and experts on volunteering of the stature of Imanol Zubero, Inmaculada Merino and Luis Bononato participa-ted in a panel discussion in which they spoke about the role of volunteers in times of crisis. During the session they dealt with different approaches to this

issue: as engaged citizens in a changing society, as institutions that give shape to volunteer action and as individuals in search of meaning.
The Autumn School exists thanks to the people orga-nizing and participating in it. For this reason, such a special event did not fail to include the acknowled-gement and gratitude to all members of Proyecto Hombre’s Volunteer Commission, and to the teachers and the organizations whose collaboration makes this meeting possible.
Throughout these ten years more than 1,000 volun-teers have participated in the Autumn School. We at Proyecto Hombre Association are proud to have held this tenth event and hope to share many more meetings with the volunteers of all Centers. We also wish to thank and affirm that their commitment makes it possible for to us to be of service every year to all those people that request our help, and to their families.

“SOCIAL.VOLUNTEER.PROGRAMME.OF.PROYECTO.HOMBRE.ASSOCIATION”Also new in 2012 was the “Social Volunteer Progra-mme of Proyecto Hombre Association”, prepared by the Volunteer Commission and addressed to volun-teers’ coordinators. It is a publication that, besides including the philosophical central ideas of Volun-teering, contains a consensual itinerary which in-cludes awareness, acceptance, accompanying and outing of volunteers.
In this direction, the Social Volunteer Programme proposes to accept the volunteer. This means that “Proyecto Hombre will help them define their space within the Center, their task, motivation and relations-hip with users, so that they find their place, and have a space to meet with others. This itinerary is to help vo-lunteers to both identify and commit themselves more and more to the organization in which they participate, that is, to Proyecto Hombre”.

We thank workers for their commitment, volunteers for their zeal, donors for their encouragement, associates for their invol-vement with society and, above all, the people we assist for all they teach us along the way.
In view of the context we live in, we wish to emphasize and appreciate specially the economic contribution made by indivi-duals, as well as public and private entities.
