    For necessary expenses of the Department of State and the ForeignService not otherwise provided for, including employment, withoutregard to civil service and classification laws, of persons on a tem-

    porary basis (not to exceed $700,000 of this appropriation), as author-ized by section 801 of the United States Information and Educational

    Exchange Act of 1948; representation to certain international organiza-tions in which the United States participates pursuant to treatiesratified pursuant to the advice and consent of the Senate or specific

    Acts of Congress; arms control, nonproliferation and disarmamentactivities as authorized; acquisition by exchange or purchase of pas-

    senger motor vehicles as authorized by law; and for expenses of generaladministration, $3,977,940,000: Provided, That of the amount madeavailable under this heading, not to exceed $10,000,000 may be trans-

    ferred to, and merged with, funds in the Emergencies in the Diplo-matic and Consular Service appropriations account, to be availableonly for emergency evacuations and terrorism rewards: Provided fur-ther, That funds available under this heading may be available fora United States Government interagency task force to examine, coordi-nate and oversee United States participation in the United Nationsheadquarters renovation project: Provided further, That funds appro-

    priated under this heading are available, pursuant to 31 U.S.C.1108(g), for the field examination of programs and activities in theUnited States funded from any account contained in this title.

    In addition, not to exceed $1,558,390 shall be derived from feescollected from other executive agencies for lease or use of facilitieslocated at the International Center in accordance with section 4 ofthe International Center Act; in addition, as authorized by section5 of such Act, $490,000, to be derived from the reserve authorizedby that section, to be used for the purposes set out in that section;in addition, as authorized by section 810 of the United States Informa-tion and Educational Exchange Act, not to exceed $6,000,000, to re-main available until expended, may be credited to this appropriation

    from fees or other payments received from English teaching, library,motion pictures, and publication programs and from fees from edu-cational advising and counseling and exchange visitor programs; and,in addition, not to exceed $15,000, which shall be derived from reim-bursements, surcharges, and fees for use of Blair House facilities.

    In addition, for the costs of worldwide security upgrades,$964,760,000, to remain available until expended.

    THE BUDGET FOR FISCAL YEAR 2008

    DIPLOMATIC AND CONSULAR PROGRAMSContinued

    The program described below is financed by this appropria-tion, by fees for services, and by reimbursements from otheragencies that are provided with administrative services over-seas by the Department of State.

    Executive direction and policy formulation.This activityidentifies resources that provide sound management throughthe direction of the Secretary and with the assistance of staff

    offices, specialized offices, and functional and regional bu-reaus, for policy formulation and in pursuit of regional andglobal foreign policy objectives, including the hosting of var-ious international conferences and meetings in the UnitedStates and abroad.

    Conduct of diplomatic relations.Resources of this activityare used to provide for: the political and economic reportingand analysis of interests to the United States; the representa-tion of U.S. diplomatic and national interests to countriesabroad; and the bilateral and multilateral negotiation of ourforeign policy objectives, including the hosting of and partici-pation in various international conferences, meetings, andother multilateral activities in the United States and abroad.These resources also fund the conduct of U.S. diplomatic pol-icy through political and multilateral affairs, economic andsocial affairs, international budgetary and management af-fairs, and participation in and hosting various internationalconferences. Resources also fund the management of U.S. par-ticipation in arms control, nonproliferation, and disarmamentnegotiations and other verification and compliance activities,in addition to funds otherwise available for such purposes.

    Conduct of consular relations. Activities included are:overseas and American citizen services; the issuance of pass-ports to U.S. citizens both here and abroad; and, imple-menting a coordinated strategy to improve consular systemsand processes in support of U.S. border security includingsharing data with the Department of Homeland Security, theDepartment of Justice, the Treasury Department, other agen-cies in the law enforcement community and the IntelligenceCommunity. Visa services involve: the issuance, denial, andadjudication of immigrant and non-immigrant visas; refugee

    processing; and visa fraud detection and investigation. Amer-ican citizen services include the issuance of passports, emer-gency and other assistance to American citizens abroad. Pass-port services include the issuance of passports in the UnitedStates and U.S. missions abroad and passport fraud detectionand investigation.

    Conduct of public diplomacy.Resources in this appropria-tion support the conduct of international informational, edu-cational, cultural and exchange programs of the United Statesand advising the President and the National Security Councilon these matters. Formerly, these activities were carried outby the U.S. Information Agency. The resources in this activityare used to define, explain and advocate U.S. policies abroadand to seek to increase knowledge and understanding amongforeign audiences of U.S. society and its values. Department

    posts also administer exchange-of-persons programs and con-duct informational and cultural activities. Public diplomacyefforts are currently being evaluated, particularly those activi-ties that target the Muslim world, to assure that the pro-grams are targeting these populations effectively.

    Professional development and training.The professionaldevelopment and training activity is a continuous process bywhich the Department ensures that its professionals havethe skills, experience, and judgment to fulfill its functionsat all levels. Training programs are designed to provide em-ployees with the specific functional area and language skillsneeded for the conduct of foreign relations in the Departmentand abroad.

    Information management.This activity identifies resourcesthat are used for the effective and efficient creation, collection,processing, transmission, dissemination, use, storage, and dis-

    position of information required for the formulation and exe-cution of foreign policy and for the conduct of daily businessIts requirements are driven by the informational needs othe President, the Secretary of State, the Department andits 260 missions, and approximately fifty Government agen-cies. Components of the information management activity include: telecommunications; classified information handlingunclassified data and word processing; pouch, mail, and pub-lishing services; administration of an electronic and archivarecords management program; document classification and declassification; information security; information technologycapital planning; and, provision of information managementservices, as appropriate, to all branches of the Governmentand to the public.

    In all of these programs, responsibilities range from policysetting to planning and design, implementation, operationand maintenance. The Department manages large computerand communications centers to provide administrative, consular, economic, and political information. The computer systems support worldwide consular applications, financial management systems, management of building programs, and in-telligence research systems.

    Security.This activity identifies resources that are usedin meeting security and counterterrorism responsibilities, in

    cluding both foreign and domestic. Covered in this activityare: security operations; engineering services, which relateto the technical defense of U.S. Government personnel andestablishments against electronic and physical attack; homeland security related activities; protection of dignitaries; andphysical security operations.

    Medical.This activity encompasses medical programs forthe Department of State, the Foreign Service, and other U.SGovernment departments and agencies overseas. Services areprovided in Washington, D.C. as well as at missions world-wide and cover more than 90,000 employees, dependents andlocal hires.

    Administration and staff activities.These activities includenormal domestic and overseas administrative services directlyrelated to Department programs. They include:

    The direction and control of administration and management operations, representing and negotiating U.S. Gov-ernment administrative matters with foreign officials, andreviewing and setting resource levels and priorities forvarious programs and bureaus financed by this appropriation.

    The budgeting, financial planning, and fiscal operationsfor bureaus and offices financed by this appropriationand most federal agencies resident abroad.

    The management, recruitment, and performance evaluation of Foreign and Civil Service employees (particularlythe recruitment of qualified minorities, including His-panics and African Americans) and Foreign Service Na-tional staff.

    The contracting and procurement of services and suppliesmaintenance and repair of equipment and physical property (including the operation and routine maintenanceof property directly leased or owned by the Department)vehicle operation, and shipping and customs services.

    Centralized funding for travel and transportation of effects associated with the assignment, transfer, homeleave, and separation of the Departments personnel anddependents.

    The Capital Investment Fund provides for the procurementof information technology and other related capital invest-ments for the Department of State and is designed to ensurethe efficient management, coordination, operation, and utilization of such resources. The fund is used as a tool to acquireand maintain information technology and other related capitainvestments necessary to improve operational performance inlight of the rapidly advancing technological environment.

    Funds for Global Information Technology Modernization arebeing requested in the Capital Investment Fund for 2008In 2005 and 2006, funds for this program were appropriatedin the Centralized Information Technology Modernization Program account.

    The purpose of this account is to provide funding for themodernization of the Departments information technology in-

    frastructure, including hardware and software refreshmentand upgrades. This includes its classified and unclassifieddesktop computers, servers, network equipment, circuits, andsoftware. Such funding enables the Departments network in-frastructure to meet current and future communication andinformation systems needs. Funding for such activities isbeing requested in the Capital Investment Funds account for2008.

    This appropriation provides funding for international ex-change programs authorized by the Mutual Educational andCultural Exchange Act of 1961, as amended, to support U.Sforeign, economic, and security policy objectives and to assistin the development of friendly, sympathetic, and peaceful relations between the United States and other countries. Thesegoals are addressed by building increased mutual understanding through international exchange and professional development activities. Programs under this appropriation include:

    Academic Exchanges.Includes exchanges for foreign participants and U.S. citizens: the J. William Fulbright Edu

    cational exchange program for the exchange of studentsteachers, scholars, and midcareer professionals from developing nations through the Hubert H. Humphrey Fellowshipsexchanges involving specially targeted undergraduates, teachers, graduate students, young professionals, and postdoctorascholars as well as strategic critical foreign language edu-cation programs; the Benjamin Gilman program for Americanundergraduates with financial need to study abroad and similar programs to bring participants to the United StatesEnglish language programming abroad; promoting U.S. highereducation overseas through educational advising centers andmarketing activities; American overseas research centers; andU.S. studies programs designed to promote better foreign understanding of the United States.

    Professional/Cultural Exchanges.Includes exchanges forforeign participants and U.S. citizens: the International Visitor Leadership Program supports professional exchanges tothe U.S. by current and emerging foreign leaders as wellas key influencers to obtain firsthand knowledge about theU.S., its people, government, culture and values; the CitizenExchanges Program partners with the U.S. private sector toconduct professional, cultural, sports, and youth programsthat establish linkages between the U.S. and other countriesaround the world.

    Program and Performance.Includes special crosscuttingprograms conducted outside of the major program accountsdirected at establishing and maintaining alumni networksand determining the effectiveness of programs through a com-prehensive schema of evaluations. This includes the performance measurement of programs in accordance with the Government Performance and Results Act of 1993.

    Exchanges Support.Includes all domestic staff and Regional English Language Officers overseas and support costsrelated to exchanges managed by the Bureau of Educationaand Cultural Affairs; government-wide exchanges coordination; and the Convention on Cultural Property Implementa-tion Act.

    Under the direction of the Secretary of State, the overallmission of the Bureau of Overseas Buildings Operations(OBO) is to ensure that U.S. Diplomatic and Consular Mis-sions abroad are provided safe, secure, and functional facilities that support the foreign policy objectives of the UnitedStates. Specific program functions provided by OBO to overseas missions include: providing guidance on the renovationconstruction and operations of facilities; providing expertspace and facilities planning; managing the design, construction, and renovation of mission facilities; and incorporating

    security features into overseas and domestic facilities. In addition, OBO is responsible for establishing standards and policies for overseas housing; developing effective maintenanceprograms facilities and monitoring the inventory of maintenance and backlog requirements. This funding also supportsthe safety of building occupants through the development ofire/life safety and ADA compliance programs.

    In 2008, the Department will collect charges for the fourthyear of the five-year phase-in of the Capital Security CostSharing Program. The Capital Security Cost Sharing Programhas two main goals: accelerating the construction of approximately 150 new safe, secure and functional embassy and consulate compounds over fourteen years (20052018), at a costof approximately $17.5 billion and providing an incentive forall United States Government agencies to right-size theirpresence overseas.

    Consistent with the Federal Real Property Presidents Management Agenda Initiative, OBO provides real property management that establishes priorities for the acquisition anddisposal of real property consistent with the Federal RealProperty PMA, and determines the best use for proceeds fromthe sale of real property, and maintains an optimal inventoryof U.S. Government real property holdings overseas. The ob-

    jective of the Asset Management Program is to obtain thbest use of diplomatic and consular properties overseasthrough sale, exchange, or redevelopment. Most often, thisinvolves the sale of surplus or underutilized properties andreinvestment of the proceeds in properties that provide agreater return to the U.S. Government and/or improve thesafety of mission personnel. Proceeds from asset sales areslated for long-term capital investment and minimizes the

    The Taiwan Relations Act (Public Law 968) requires pro-grams with respect to Taiwan to be carried out by or throughthe American Institute in Taiwan (AIT). AIT supports U.S.interests by promoting U.S. exports, economic and commercialservices, cultural and information exchange, facilitating mili-tary sales, providing consular related services for Americansand the people on Taiwan, and on behalf of the Departmentof State and various U.S. Government agencies, carrying outliaison with Taiwans counterpart organizations.

    The Department will continue to contract with AIT to con-duct commercial, cultural, and other relations with the peopleon Taiwan.

    This is a retirement fund for Locally Employed Staff (LES)employed by the Department of State and other Foreign Af-

    fairs agencies. The purpose of the fund is to accumulate anddistribute U.S. Government contributions for end-of-servicebenefits for LES at overseas U.S. missions where it has beendetermined that participation in the local social security sys-tem is not in the public interest. State will determine whichcountries are eligible for participating in the fund. Upon sepa-ration, payments will be made from the fund as a lump sumpaid directly to the employee.

    This fund, authorized by section 13 of the State DepartmentBasic Authorities Act of 1956 (22 U.S.C. 2684), finances ona reimbursable basis, certain administrative services, suchas printing and reproduction, editorial material, motor pooloperations and dispatch agencies operations, inter-agency co-operative administrative support services, and expenses ofcarrying out the Foreign Missions Act, including any acquisi-tions of property under section 204(f) of the State DepartmentBasic Authorities Act of 1956 (22 U.S.C. 4304(f)).

    Using the Working Capital Fund, the International Cooper-ative Administrative Support Services (ICASS) program wasfully implemented in 1998. ICASS restructures overseas ad-ministrative support activities to allow more decision-makingand managerial participation by all participating agencies,more equitable cost distribution, and incentives for efficient

    provision of services. Under ICASS, each agency representedat an overseas post chooses the services it wishes to receiveand pays a proportional share of the cost of those servicesWorking through inter-agency councils at each overseas postall agencies have a say in determining post administrativebudgets and defining service standards, as well as reviewingcosts and vendor performance.
